      The Los Angeles County Employees Retirement Association (LACERA) administers and manages the $81+ billion retirement fund for the County of Los Angeles. We provide retirement, disability, and death benefits to eligible County Employees and their Beneficiaries, and collect, deposit, invest, and manage retirement funds collected from the County, Outside Districts, and County Employees.

      ABOUT THE POSITION

      The Information Technology Manager II - Project Management Office (PMO Manager) will oversee the Project Management Office (PMO) within the Systems Division, including six subordinate project managers, an approximate budget of $3 million, and various projects and systems while reporting to the Chief, Information Technology (CIT). The PMO Manager will set and maintain a standard repeatable process for project completion and support and advocate for the project managers in the PMO. They will track the progress of important technology projects at LACERA and ensure they make it to completion. They will hold vendors accountable to project milestones and deadlines and be comfortable interfacing with legal when necessary. The successful candidate for this role will be an experienced project management professional with a proven track record of managing both vendors and internal staff members. They will be a motivated and organized leader who is eager to participate in organizational change management. This candidate will have a foundational comprehension of network architecture, business process design, disaster recovery, and software development as well. This position is also expected to give presentations to Executive Management, other departments within the organization, and to the Board of Trustees at monthly meetings.


      The Project Management Office (PMO) oversees all new technology projects, ensuring that projects make it from approval to completion. The PMO works closely with the Information Technology Coordinating Council (ITCC), an oversight body responsible for significant technology and system recommendations for incorporation into the Proposed Budget. It was established to ensure that the efficient and effective use of technology, collaboration across the organization, and strategic plan goals are achieved.

      Vacancy Information: The current vacancy is in the Systems Division; however, the resulting eligible list for this examination can be used to fill other vacancies in LACERA, as they occur.

      Work Schedule: This full-time position is required to work a 5/40 schedule (e.g. an eight (8) hour day, Monday through Friday), with occasional nights and weekends in emergent situations. LACERA offers a hybrid work environment, and this position may be eligible to telework up to three (3) days per week.

      MINIMUM REQUIREMENTS


      OPTION A: A Bachelor's Degree from an accredited college in Computer Science, Information Systems, or a closely related field, -AND- Five (5) years of progressively responsible, full-time, paid experience in a centralized Information Technology organization*, performing information systems analysis and design, application development, network administration or operating systems analysis; of which two (2) years must be in a management capacity.

      OPTION B: Three (3) years of experience at the level of Information Technology Manager I, LACERA, or Information Technology Specialist I, LACERA.


      OPTION C: Five (5) years of progressively responsible, full-time, paid experience in managing the design, development, implementation, operation, and maintenance of a large complex information systems program in a large, multi-service public or private sector organization.

      Special Requirement Information:

      * Centralized IT organization is defined as that which is responsible, under the direction or guidance of a Chief Information Officer or Chief Technology Officer, for providing comprehensive IT services including analysis, design, acquisition, and/or development, implementation, maintenance, or support of information systems; and in which the work performed is in direct relationship to the IT requirements and initiatives of the overall company or major organization unit.

      PHYSICAL CLASS II– Light: Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

      EXAMINATION CONTENT: This selection process will consist of:

      Part I: A qualifying evaluation of application information and the desirable qualifications.

      Only the highest qualified applicants as determined under Part I, will be invited to continue in the selection process under Part II.

      Part II: An Appraisal (Oral) Interview weighted 100%.

      The appraisal (oral) interview will assess the applicant's knowledge, experience, and general ability to perform the essential functions of the position.
