- Plans, organizes, and directs the operational activities and projects of the Rehabilitation and Custodial Alternative Division;
- Assists the Sheriff, Undersheriff, or Assistant Sheriff in developing and directing the implementation of goals, objectives, policies, and procedures;
- Provides leadership, direction, and oversight to subordinate managers and supervisors in the planning, evaluation, and implementation of work methods, determines workload methods and standards, and establishes measures of effectiveness for functions of the Rehabilitation and Custodial Alternatives Division, in coordination of delivery services to ensure the efficacy of comprehensive division-wide program administration and guidance to manager in the implementation of departmental objectives consistent with the overall department goals;
- Works with executive leadership to develop and monitor division budget(s);
- Directs studies and research to promote effective policies, practices, and services to implement a strategic plan to address the needs and risks of offenders, and to improve service delivery methods, protocols, and procedures that have departmental, cross-jurisdictional and cross-disciplinary impact;
- Establishes expectations and assist with the development of a culture that focuses on continuous quality improvement;
- Plans, prioritizes, and directs the performance improvement process; ensures implementation of process and measures, assesses and improves performance in assigned areas, utilizes data to identify and pursue opportunities for improvement;
- Monitors and evaluates operational and programmatic activities of several comprehensive educational rehabilitation programs offer to in-custody and out-of-custody inmates;
- Implements program policy, procedures, protocols and changes as a result of legislative, judicial and/or operational changes and trends, as directed;
- Acts as a liaison for the Office of the Sheriff and represents the Office with service providers, County Departments, state agencies, and community and business organization;
- Presides over or assists in the oversight of an assigned committee, task force or team; through subordinate managers and supervisors,
- Interpret rules, regulations, departmental policies and procedures for staff, supervisors and health, safety, justice and community partners;
- Interviews, selects, evaluates, trains, and develops staff;
- Reviews and approves of program policies and procedures to meet all applicable statutes, standards, legal mandates, court orders, departmental and program standards;
- May be assigned as a Disaster Service Worker, as required; and
- Performs other related duties as assigned.
- State and local regulations that govern the inmate programs, including court and arrest procedures, penal code, statutes, and other;
- Principles and practices of management necessary to plan, organize, direct, coordinate, develop and manage functions and services of inmate programs;
- Methods and techniques of organizing and motivating groups;
- Principles and methods of public administration; organizational development; management analysis; personnel, fiscal, program management and administrative problem solving;
- Principles of management analysis and organizational design necessary to formulate and implement administrative policies;
- Clinical principles of behavioral and mental health, or substance abuse treatment and/or criminal thinking change process and evidence-based practices in correctional programs;
- Functions and resources of community organizations, counseling methods and modalities, and criminal justice system resources in inmate case management;
- Counseling method, and principles of adult education, and understanding of various religions and religious programing in a correctional setting; and
- Contract development, negotiations, and administration including evaluation methods to ensure contract compliance.
- Plan, organize, direct and supervise operations of an inmate program bureau;
- Establish and maintain program's objectives, priorities and policies;
- Integrate the activities of a program to attain program goals;
- Communicate and interact effectively with a variety of government and community officials, and with individuals of diverse backgrounds, positions and life experiences;
- Interpret and apply State and local legislation, codes, regulations and programs related to custody services and programs;
- Formulate and implement policies, procedures and program objectives;
- Prepare clear and concise reports, including interpretation of statistical data;
- Consult with and advise top administrators on the activities and status of the program;
- Manage multiple priorities and work under pressure;
- Make public presentations to small or large groups within and outside of County government;
- Speak before public and governmental agencies;
- Establish and maintain effective working relationships with judges, the Board of Supervisors, elected and appointed officials, County management, general public and others contacted in the course of work;
- Train, develop, and motivate staff in the effective delivery of program goals;
- Develop short- and long-range budget plans that accurately reflect program needs; and
- Apply the resources and tools of a specialty subject area.
Under the direction of the Sheriff, Undersheriff, or Assistant Sheriff, the Inmate Rehabilitation Director will direct, plan, coordinate and organize responsibilities within the Rehabilitation and Custodial Alternatives Division. The Director will provide leadership for programs and services within the jail system and with County-wide justice agencies, including alignment and coordination with reentry, development of strategies to implement restorative justice concepts, in-custody and out-of-custody rehabilitation, education, vocational and reentry programs, and services with an emphasis on reducing tendencies of reoffending. This executive leadership classification will maximize alternatives to custody programs and options, where possible.
