Job Summary: The Arizona Department of Correction, Rehabilitation & Reentry (ADCRR) is seeking a highly educated individual who researches, designs, and develops comprehensive training curricula and learning materials to support organizational objectives, including in-service training, statewide academies, and professional development programs. This position also oversees all phases of the instructional design process, including conducting formal needs assessments and ensures timely completion of multiple projects at the central office. Job Duties: - Develops and maintains curriculum
- Researches, designs, and maintains training curricula to meet departmental goals and employee development needs
- Collaborates with SMEs to ensure accuracy and relevance of content
- Writes and edits training materials, revises lesson plans, facilitates guides, participates materials, and assessments to meet quality standards
- Conducts pilots of approved courses and provides knowledge transfer and curriculum support to Training Officer and staff instructors
- Provides on going curriculum support to ensure effective delivery
- Develops curriculum team participation, facilitates team meetings, focus groups, and workshops to refine content and gather feedback
- Provides first-line IT support for on line training platforms, troubleshoot technical issues, and assist with e-learning deployments
- Drives on State business
- Performs other duties appropriate to the assignment
Knowledge, Skills & Abilities (KSAs): Knowledge of:
- Instructional design models and methodologies(e.g., ADDIE, SAM, Bloom’s Taxonomy)
- Adult learning theory and education philosophy
- Formative and summative evaluation techniques
- Needs assessment and analysis tools
- Writing standards, grammas, and editing practices
- E-learning authoring software tools
- Learning Management System (LMS) administration and SCORM compliance
- Organizational policies, procedures, and criminal justice systems relevant to ADCRR
Skill in:
- Designing and developing high-quality training programs and materials
- Writing, editing, and proofreading clear and engaging content
- Facilitating group discussions and meetings effectively
- Project management, including planning, prioritizing, and meeting deadlines
- Using e-learning development tools and graphic design software
- Troubleshooting basic technical issues with training platforms
- Data collection, survey design, and report writing
Ability to:
- Think critically and analyze complex information
- Synthesize feedback from diverse stakeholders into actionable improvements
- Adapt to changing priorities and handle multiple projects simultaneously
communicate ideas effectively in written and verbal formats
- Collaborate with diverse teams, including SMEs, trainers, and leadership
- Remain detail-oriented while managing broader project goals
- Work in a prison setting
Selective Preference(s): - Bachelor’s Degree or equivalent work experience in a field related to instructional design such as Adult Education, Communication, Organizational Development, Human Resources or Training and Development
- Work experience in state corrections or other areas of law enforcement - Experience in curriculum design and instructional development, including e-learning and in-person training - Learning Management Systems (LMS), and instructional technologies
Pre-Employment Requirements: Employment is contingent on the selected applicant passing a background investigation.

The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) Retirement: Positions in this classification participate in the Arizona State Retirement System (ASRS).
Enrollment eligibility will become effective after 27 weeks of employment.
