      Work Hours: Monday - Friday 8:00am-5:00pm

      Expected Starting Hourly Range: $18.40 - $23.00

      The intake specialist is responsible for determining the eligibility of individuals for Manatee County’s US Department of Housing and Urban Development (HUD) funded Community Development Block Grant-Disaster Recovery (CDBG-DR) programs. The Specialist will assist individuals with completing applications and provide guidance on the application process. The Specialist will review applications; gather necessary information and documentation; check for duplication of benefits; and, working in tangent with the CDBG-DR team, make decisions based on established eligibility guidelines and regulations as outlined in the programs’ policies and procedures.

      Specialists will work hand-in-hand with each CDBG-DR Grant Administrator to prepare the clientele for successful appointments, will reduce the wait for appointments and reduce the number of appointments needed to complete CDBG-DR applications and claims.

      Note: This position is funded by a six-year CDBG-DR grant from Housing and Urban Development and is subject to the availability of those funds. Employment in this role is contingent upon the successful continuation of the grant. This position is expected to last for the duration of the grant project, which is currently scheduled to end on August 17, 2031.

      Working Conditions
      Indoor office situation, sitting at desk working on computer. Outdoor field work periodically required. High noise environment while performing certain responsibilities. Lifting equipment up to 25 lbs. alone; up to 50 lbs. with assistance. May be required to drive County vehicles as part of the duties of this job. Occasionally required to work other than normal business hours.

      Essential Functions

      Reviews applications and determines eligibility for CDBG-DR programs.

      Conducts interviews and gathers necessary information from applicants.

      Explains program requirements and benefits to applicants.

      Enters applicant data into the programs’ eligibility software, analyzes data and makes eligibility determinations.

      Maintains accurate records of applicants and program participants.

      Collaborates with other team members, internal and external departments, and agencies.

      Collaborates with neighborhood groups, county departments, local municipalities, and community organizations as part of organizing, creating, and implementing CDBG-DR programs and services.

      Travels to neighborhoods to complete applications onsite.

      Provides excellent customer service to applicants and program participants.

      Ensures confidentiality and privacy of client information.

      Attends job-related training classes as requested by supervisor.

      Performs other related work (including weather or extreme emergency duties) as required.

      Associate’s degree/equivalent in business or public administration.

      Three (3) or more years of administrative experience supporting mid-level management.

      Valid driver's license required with valid Florida driver's license required within 30 days of hire.

      Equivalent combinations of education and experience may be considered.

      Haitian, Creole, and/or Spanish language skills desired.

      Knowledge, Skills, and Abilities:

      General knowledge and understanding of CDBG, CDBG-DR preferred.

      Problem-solving and decision-making capabilities.

      Ability to establish and maintain effective working relationships while performing duties.

      Excellent verbal, interpersonal and written communication skills.

      Team player with the ability to work in a fast-paced environment.

      Proficiency in MS Office Applications (Word, PowerPoint, Excel, Outlook).

      Strong verbal, interpersonal and written communication skills.

      Superior interpersonal skills including accountability, civility, ethics, courtesy, professionalism, and empathetic attitude.

      Ability to respond effectively to sensitive inquiries or complaints.

      Ability to work with highly sensitive and confidential information.

      Work is closely supervised.
