      DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT
      This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The Division of Homeland Security and Emergency Management (DHSEM) is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs.       ABOUT THE WORK UNIT
      The Colorado Information Analysis Center (CIAC) serves as the focal point within the state for receiving, analyzing and sharing threat-related information among private sector, local, tribal, and federal partners. The CIAC includes representatives from various departments and partner agencies that analyze threat information with a focus on protecting civil rights, civil liberties and privacy concerns. The CIAC also provides situational awareness and a common operating picture and coordinated information collection, analysis, and dissemination for the Colorado Department of Public Safety (CDPS).

      About the Section:
      The Watch Center component operates 24/7 and supports CDPS leadership as well as other partners with overall situational awareness and real time information collection, dissemination and analysis during a critical incident affecting Colorado and will be the main point of intake and notification of incidents and emerging threats for the Department.

      Safe2Tell Colorado is a school safety prevention program administered by the Colorado Attorney General's Office. The tips are received and disseminated to schools and law enforcement by CDPS

      The All Threats Intelligence Unit is responsible for the collection, analysis and dissemination of all threat information for the purpose of information sharing on criminal activities and terrorism-related threats affecting Colorado. The Center collaborates with private sector, local, tribal and federal partners to support, prevent, and protect Colorado and its citizens.

      The infrastructure protection and cyber-security program promotes greater resiliency of government, non-government, and private-sector facilities, systems, assets, and employees through an array of prevention, protection, mitigation, response and recovery strategies designed to deter, delay, detect and defend against human threats and technological hazards, while reducing the impact of natural hazards.

      The preventing targeted violence (PTV) program promotes greater resiliency of communities and community agencies through an array of prevention, protection, mitigation, response, and recovery strategies designed for early detection and prevention of targeted violent attacks. Targeted violence includes ideological and non-ideological mass attacks. The program also provides training and technical assistance to enhance awareness and prevention of targeted acts of violence. Through the development and maintaining of public-private partnerships and ongoing support of state government agencies, the program aims to expand information-sharing opportunities, enhance data collection and threat reporting to produce actionable intelligence, provide training and awareness, and adopt a layered, defense-indepth strategy to assure the resiliency of Colorado communities. PTV analysts maintain a broad scope of awareness on emerging and evolving targeted violence threats and behavioral indicators. The team works with local agencies to develop local prevention frameworks and provides continued support and guidance to local agencies as it relates to targeted violence prevention. The team also identifies community leaders and conducts community training to enhance threat reporting.

      • 8am-5pm Monday to Friday or 4 - 10 hour days

      ABOUT THE POSITION
      This position serves as a Intelligence Analyst in the Colorado Information Analysis Center. The position accesses and analyzes information gathered from databases and shared by local, state, Tribal, federal and private sector partners to develop finished intelligence reports that are provided to Federal, State, and Local Public Safety entities. The position creates intelligence products that address a broad spectrum of issues in a clear, concise and logical manner. This analyst position is to establish good working relationships with partners to support this information sharing and analysis process. Thus, the position is expected to attend and participate in relevant meetings to provide technical assistance, situation awareness/information sharing and foster partnerships. This may include giving intelligence briefings, trainings and presentations. The position will also make recommendations regarding the dissemination of intelligence information. This analyst position is to comply with State and Federal laws, regulations, executive orders and directives promulgated by the State of Colorado and the US Department of Homeland Security to achieve the goals and objectives of this state fusion center.

      Position Duties:

      Intelligence Analysis
      Implement and perform the tasks of the CIAC criminal and intelligence analyst for gathering and analyzing data, developing intelligence products and disseminating information or products to appropriate partners, as assigned. The assignments will pertain to the CIAC Standard Information Needs (SIN), Critical Infrastructure or Key Resources (CIKR), Division of Homeland Security and Emergency Management priorities (including emergency response activities related to a natural or man-made disaster), classified briefings and special reports. The tasks of this position may involve collaboration with other analysts or investigators, as well as with external partnering agencies. These tasks will include long-term analytical or investigative projects as a component of the job assignment. Utilize personal knowledge and skills to determine the best approach for gathering, analyzing, and developing products to disseminate internally or to partners. This includes determining the variables to track for each assigned case or project and creating databases that support the analytical process for the purpose of developing conclusions and hypotheses on the potential impact of an unfolding event or project findings. Provide immediate assessments to support the Department of Public Safety partners for unfolding events.

      Outreach and Liaison Officer Program Coordination
      Attend and participate in meetings, trainings and exercises, and discussion related to unfolding events, performing within the scope of the analyst’s role or approved designated function for the activity. Participate in meetings with CIAC partners for the purpose of collaborative products, intelligence support, and information exchange related to the center’s priorities and tasks. The priorities and tasks will involve the Office of Prevention and Security’s standard information needs (SIN), critical infrastructure key resources (CIKR) protection, threat assessments or reviews, and support to a partner agency for criminal or intelligence analysis. The meetings may also involve planning and exercise development that may involve topics the Office of Prevention and Security may have a role in, response to unfolding events, and other activities. Participate in exercises as a representative of the Office of Prevention and Security, sharing information and performing tasks within the scope of this position. Educate others on the topics critical to the Office of Prevention and Security‘s mission; e.g. suspicious activity reporting, the intelligence cycle, etc.

      After Hours On-Call
      Perform the tasks of the CIAC on call person when assigned the function. This function includes the ability to handle developing critical incidents, receiving tips and leads related to terrorism by phone, email, or website submission, and providing information to partner agencies efficiently and without delay.

      MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)
      Option 1
      Six (6) years of demonstrated full-time professional experience in intelligence work or a related field.

      Option 2
      Bachelor's degree from an accredited institution in in any field and two (2) years of full-time professional experience in intelligence work or a related field.
      Option 3
      A Master's degree from an accredited institution and one (1) year of full-time professional experience in intelligence work or a related field.

      CONDITIONS OF EMPLOYMENT
      • Requires successful completion of an extensive background investigation including reference checks, a polygraph examination, and fingerprint based criminal background check.
      • Designated Critical. Required to report without delay or interruption to provide essential or emergency services to ensure health, safety and welfare.
      • A valid driver's license required. This position may be required to travel using a state vehicle across the state.
      • Must be able to have and maintain a U.S. Department of Homeland Security Secret Clearance.
      • Must be on call - Urgent and evolving criminal incidents may require the position to report to work at any time.
