  This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
  
  About the Position: Serves as a Life-Cycle Project Manager, with overall responsibility for planning, scope, development, design, construction and direction of important civil works/military projects.
  
  Duties
  
  
  • As the project team leader, implements corporate decisions, guidance, laws, regulations and policies in the development of the project and intermediate products in support of the project.
  • Negotiates and integrates all District functions sponsor/customer needs and other agencies' commitments in support of assigned project into a comprehensive management plan.
  • Coordinates planning, design, cost-engineering, construction and environmental restoration for engineering projects of substantial scope and complexity.
  • Controls and manages project milestones and budgets from planning through construction and initial operations.
  • Allocates project funds to District elements, consistent with progress attained, and measures and monitors performance to assure that commitments of all parties are being maintained.
  • Represents the District Commander, serving as the districts' primary point-of-contact with sponsor/customer; MACOMS/DA, Air Staff, various Federal, state and local government agencies; and other external organizations.
  • Reviews and analyzes cost reports to assure charges are all authorized and appropriate; identifies unauthorized charges and assures corrective actions are taken for the ultimate disposition of inappropriate charges.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5 CFR Part 2634, Subpart I USOGE, 6/08) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

  Specialized Experience: One year of specialized experience which includes planning, coordinating, and scheduling large and complex civil works and military projects; applying the full range of principles, guidelines, laws, regulations, concepts, and methodologies associated with project management in the development of civil works and military projects; controlling and managing project schedules, milestones, and budget; resolving conflicts and/or improve/alter existing or potential project problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

  Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the (GS-11) grade lower grade or equivalent.
