      Team overview

      Ofcom’s duties and responsibilities are heavily influenced by international policy and legislative developments, as well as technological and commercial developments in the sectors we regulate, all of which determine and inform what we do and how we do it. Moreover, our ability to secure outcomes for consumers increasingly requires that we coordinate with other countries and influence different actors internationally. In some areas we represent the UK internationally, under a direction from Government. Ofcom therefore dedicates significant resources to international engagement.       Purpose of the Role

      This role will focus particularly on the expanding area of technology policy, with a specific focus on artificial intelligence, emerging technology and multilateral and international engagement including on internet governance.

      The International team manages a programme of work supporting Ofcom work on, and engaging internationally around, tech policy including tech standards, emerging technologies such as Artificial Intelligence, and internet governance. All these are growing areas of work, of increasing importance for Ofcom and of increasing strategic importance for the UK. The role will include engaging in multilateral fora such as CEPT and ITU, and cultivating relationships with regulatory counterparts in other countries, and with other relevant international bodies and stakeholders. The successful candidate will represent the UK in international discussions, and understand and influence policy developments internationally in this area. They will also contribute to Ofcom’s policy thinking by reflecting international developments and ensuring that the international perspective continues to inform the organisation’s work.

      Requirements of the Role

      • Play a central role in Ofcom’s international engagement around artificial intelligence and emerging technologies, maintaining relationships with regulators and other stakeholders internationally, in order to help build Ofcom’s understanding of policy thinking and developments in other countries and international fora, and shape Ofcom’s approach to these technologies in the sectors we regulate;

      • Provide support to Ofcom’s representation in international bodies, particularly CEPT (the European Conference of Postal and Telecommunications Administrations) and the ITU (the International Telecommunication Union), as well as occasionally in other international fora that are relevant to internet and technology policy issues;

      • Be responsible for regulatory intelligence gathering, keeping across developments in emerging technology regulation and policy in other countries, including at the European level, and in global developments around internet and tech governance, and communicate these to relevant teams;

      • Support other activities in international tech policy, including engagement around cyber security;

      • Provide and/or contribute to briefings and summaries for senior Ofcom colleagues in a clear and concise manner;

      • Work flexibly within the International Team on a range of other policy issues, as required.

      This role will involve limited travel within and outside continental Europe.

      Skills, knowledge and experience

      • Have a genuine interest for international policy and some knowledge of emerging technology issues, but more importantly, a strong desire to learn and build expertise in the area;

      • Have strong interpersonal and diplomatic skills, including cultural awareness;

      • Have strong analytical skills: you are able to research, cut through complex jargon and develop a good level of understanding of different issues relevant to the area;

      • Have the ability to juggle a diverse workload and respond agilely to changing priorities;

      • Make optimum use of own and others’ time and manage the input from others to ensure quality and timely delivery;

      • Have the ability to communicate clearly, concisely and confidently to a variety of audiences, both orally and in written form;

      • Be flexible and adaptable to changing or ambiguous circumstances;

      • Be comfortable with working independently, as well as work collaboratively within a team;

      • Appreciate and want to promote Ofcom's values of excellence, agility, empowerment, respect and collaboration.
