- Maintains a caseload of program participants and provides them with services and activities as indicated on their Individual Service Plan.
- Maintains all documentation for state requirements as part of the Island Harbor SIL program, ensuring that documentation not only meets state requirements but also that of each of the 17-catchment area Single Source Continuum Contractors.
- Keeps abreast of laws, regulations, and policies regarding tuition and fee waivers for those formerly in foster care and laws pertaining to youth in foster care.
- Adheres to and ensures implementation of the organization’s policies, procedures, and compliance guidelines.
- Develops and maintains outreach initiatives to local ISD’s regarding students identified as meeting the state’s definition of foster care.
- Develops and fosters strong working relationships with each of the 17 catchment areas regarding students identified as meeting the state’s definition of foster care.
- Provides and assesses programming for students aged out of the foster care system and utilizing the tuition and fee waivers.
- Assists in the development of policies and procedures for the Island Harbor program and Islander Navigation, based on current state legislation, Single Source Continuum Contractors’ requirements, best practices, and University College policies.
- Attends appropriate SSS-STEM related workshops and conferences.
- Provides a holistic approach to advising. Provides academic, career, social/personal, financial, and graduate school advising to individuals and groups of SSS-STEM participants.
- Develops, monitors, and provides programming for students in the Island Harbor Supervised Independent Living Program, ensuring that all facets of the program, goals and objectives align with DFPS and each of the 17-catchment area Single Source Continuum Contractors.
- Provides programming based on best practices within the field, including trauma informed care.
- Works with internal TAMU-CC departments to coordinate services for foster care alumni. Work with the First Year Learning Community professors to ensure best practices in a classroom when working with students who have been through trauma and how to fully integrate the Anchor programs within FYLC.
- Works with external agencies to develop a path for students who need legal, medical, housing, and/or financial assistance. Provides follow-up and follow-through support services to students needing assistance.
- Recruits and trains community mentors for the Island Harbor program. Trains, coordinates and supervises Island Harbor peer mentors in accordance with best practices and trauma informed care.
- Assists with data collection, monitoring and reporting requirements related to student success. Provides reports on the progress and success of students needing special assistance. Recommends program modifications for continuous improvement of services provided to students based on data and best practices.
- Develops and provides workshops, presentations and training to staff, faculty, community mentors and community agencies on working with youth who were formerly in foster care or homeless based on trauma informed care.
- Develops events for the Island Harbor program. Assists in the recruitment and marketing of the Island Harbor program.
- Monitors and reports on financial activity for the Island Harbor program.
- Serves as Anchor consultant for Anchor Programs including VIP, dual credit, BAS, UNVS, and PSA regarding any initial concerns regarding student academics or signs of student distress. cross trained in each program to ensure an understanding of routine procedures, expectations, and performances.
- Attends TAMU-CC Commencement ceremonies on a rotational basis.
- Performs other duties as assigned.
- Bachelor’s degree.
- One (1) year of related experience providing support services to youth and/or young adults.
- One (1) year of related experience providing support services to youth and/or young adults who may have experienced child abuse and neglect, are in foster care, are homeless, are at-risk or have mental or behavioral health challenges; or providing Independent Living Services to youth and/or young adults.
- Intermediate skills in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
- Ability to travel to national and/or regional advising conferences. Ability to work beyond normal office hours and/or on weekends.
- Excellent listening, written, and verbal communication skills
- Ability and willingness to work as a team member and to work independently.
- Demonstrated initiative and follow-through skills; tact, diplomacy, and judgment in dealing with students, parents, faculty, and administrators.
- Detail-oriented and demonstrated ability to multi-task in a fast-paced environment.
- Ability to effectively collaborate and communicate with internal and external partners.
- Ability to interpret local, state, and federal guidelines of social service agencies.
- Master’s Degree in a related field.
- Experience working with foster care programs or child protection services.
- Texas Mental Health Licensure (LMFT, LPC, LMSW).
- Knowledge of social service programs for young adults
- Knowledge of social challenges facing college students.

PURPOSE
The Island Harbor Program Specialist (Foster Care Liaison) is responsible for developing and cultivating relationships with Single Source Continuum Contractors for all Texas catchment areas. The specialist also provides consultation and guidance to participants, consults with external agencies, staff and faculty regarding student needs, interventions and progress, arranges workshops, conducts presentations, documents and monitors student progress, provides training for community mentors and peer mentors, and monitors the academic progress of participants.
