Oversees the IT project development methodology, ensuring consistent application of the methodology and continued improvement of associated processes. This individual is responsible for managing a team of Project Managers, including team members and contract workers. In addition, this person leads teams of information technology professionals and business partners, providing technical, professional, and personal leadership to assure the successful completion of IT projects.PRIMARY DUTIES AND RESPONSIBILITIES
1. Directs and oversees the personnel and activities of the Program Management office (PMO).
2. Assigns PMO resources to manage IT projects from initiation through to implementation and closure.
3. Actively participates in the IT request management and fulfillment process, including facilitation of the estimation process and the creation and maintenance of the IT fulfillment schedule.
4. Partners with other IT managers to identify demand by skill set and to ensure allocation of resources to IT projects.
5. Responsible for developing departmental procedures to ensure compliance with project management standards. Helps to drive the continuous improvement of project/program management methodology within IT.
6. Develops organizational talent through training, coaching, counseling, evaluation, and recognition. Recommends employment, promotions, salary adjustments, and termination actions within corporate and departmental guidelines. Administers positive discipline, as required, through one-on-one coaching and counseling. Provides periodic performance feedback to team members utilizing the corporate process.
7. Responsible for meeting budget goals and objectives. Provides input to policy-level direction regarding standards and budget constraints. Ensures accuracy of project charges and time reporting. Reports budget variances in a timely manner, as required.SUPERVISION
Direct Supervision: Directly supervises the PMO personnel and contract workers.
Indirect Supervision: Provides oversight and guidance to various positions/roles with IT&T and business areas.
RELATIONSHIPS
Key Internal: Reports directly to the Director of Enterprise & Business Solutions. Interacts with company employees at all levels. This person facilitates discussions and makes presentations to colleagues and senior management in prioritizing requests, providing project status, and reviewing requests and project-related documentation.
Key External: Responsible for building and maintaining external relationships with vendors, contractors, and external auditors.QUALIFICATIONS (Scorecard update 08/10/2018)
Education
Required: Bachelor’s degree in computer science, management information systems, information technology, or equivalent in formal education.
Preferred: Master’s Degree in business administration, computer science, management information systems, or information technology related discipline.
Licenses/Certifications
Required: N/A
Preferred: Holds industry-level certification(s) such as Project Management Professional (PMP) Certification or ITIL.EXPERIENCE
Direct Experience
Required: Minimum of 6 years of direct work experience performing the Duties & Responsibilities of this position is required.Knowledge/Skills/Abilities (KSA)
Required: Strong leadership, planning and organizing, and interpersonal and coaching skills. Strong project management experience and Program Management Office experience. Must have demonstrated sound technical knowledge in areas relating to systems development life cycle, program management office, and project portfolio analysis.
