      Position Summary

      The IT Senior Project Manager will function as the Broadband Project Manager. The Broadband Project Manager provides support to the Arkansas Governor’s Office and the Director of the State Broadband Office toward their initiatives. The Broadband Project Manager provides quantitative and qualitative data and research as it relates to broadband policy and program initiatives, as well as leadership in identifying and managing contractors. Geographic Information System support is required.

      Education and Professional Work Experience

      Minimum Qualifications

      The formal education equivalent of a bachelor’s degree in computer science, information science, data processing, or a related field; plus, five years of experience in project management engineering, systems administration, or a related field, including three years in a supervisory capacity.

      Preferred Qualifications

      Data analytics skills, including sourcing, evaluation, and visualization, with an emphasis on GIS applications.

      Knowledge of broadband infrastructure terminology.

      Experience managing multiple vendors across varied specializations.

      Experience with the project management lifecycle, including requirements gathering, procurement, implementation, and quality assurance.

      Experience communicating technical and complex subject matter to a wide array of stakeholders, and knowledge of the best tools, systems, and practices used to facilitate such communication.

      Knowledge of supervisory practices and procedures.

      Knowledge of information technology concepts, designs, and practices.

      Knowledge of business and management principles involved in strategic planning, and coordination of people and resources.

      Ability to identity program impact, determine solutions, and initiate necessary procedures.

      Ability to identify complex problems and review related information, develop, and evaluate options and implement solutions.

      Ability to assess existing system capability and infrastructure and plan for enhancements to meet business needs.

      Ability to communicate project goals and problem solutions to supervisors, co-workers, and subordinates in written or verbal form.

      Ability to plan work objectives and operational activities and to assign and direct the work of others.

      Ability to prepare and present oral and written technical information and reports.

      Job Responsibilities and Expected Results

      1. Quantitative and qualitative federal and state legislative policy analysis with respect to broadband.

      2. Perform benchmarking analysis and research of other peer state legislation, policies & programs & providing written analysis and recommendations.

      3. Understand, summarize, and function as liaison for any questions related to the State's broadband policy.

      4. Provide compliance information based on broadband rules and guidelines.

      5. Communication with stakeholders, residents, Internet Service Providers, Local officials, Consultants, and vendors.

      6. GIS Mapping - Translating numerical data into comprehensible maps.

      7. Assist State Broadband Director with procure, process, combine and analyze a variety of datasets for understanding different aspects of broadband policy.

      8. Provides analytical support for the Governor's broadband initiatives.

      9. Other duties as assigned.

      Summary

      The Information Technology (IT) Senior Project Manager is responsible for planning, implementing, and tracking multiple complex projects using advanced concepts and tools. This position is governed by state and federal laws and agency policy.

      Functions

      Directs the information technology activities of a professional, technical, and administrative support staff through lower-level managers including interviewing, hiring, terminating, reviewing performance evaluations conducted by subordinates; evaluating the performance of subordinates; reviewing and approving/disapproving a variety of actions, policies, and procedures recommended by subordinates; preparing short and long-range plans; and, preparing, implementing, and monitoring operational and biennial budgets. Implements schedules and priorities for project development and monitors development stages to ensure the validity of data and reports and adherence to deadlines. Completes project management activities for all phases of the project life cycle, including but not limited to initiation, planning, execution, control, and closeout. Defines and facilities project scope/objectives and interfaces with all areas affected by the project. Acts as the project management liaison between the agency and other stakeholders as needed. Oversees the provision of technical assistance and training to team members regarding program implementation, establishes schedules and priorities for information system development, and monitors development stages to ensure the validity of data, reports, and adherence to deadlines.
