      Overview

      The IT Team at the State of Vermont's Agency of Digital Services (ADS), supporting the Agency of Human Services (AHS), specifically supporting the Department of Vermont Health Access (DVHA) is currently seeking an IT System Developer I or II, to join our team. In order to be considered for both levels you must apply to each posting individually.

      We are looking for an individual willing to learn and embrace the concept of continuous change and improvement and to assist us in meeting the State of Vermont's area of application development and support. This individual will provide application development and support to several DVHA systems, specifically, supporting the MEQC (Medicaid Eligibility Quality Control) program Maintenance and Operations in AHS-DVHA and upcoming project developments.

      This is the first level of five in the Systems Developer series. The position is primarily responsible for analysis, design, implementation and maintenance of new or existing software applications within a State of Vermont organization. Incumbents are responsible for programming, database administration, and systems analysis work at an entry level for a department or agency of Vermont State Government where, because of the structure of assignments, decision making, and complexity are limited to carrying out established work processes and operations. Duties may involve analysis, development, design, construction, testing, maintenance, implementation and enhancements of programs and systems. This level is an entry level Systems Developer position. Work is performed under the close supervision of a higher level Systems Developer.

      This position requires the candidate to have the following knowledge, skills and abilities:

      • Working knowledge of the capabilities and operating principles of computers and their peripheral equipment.
      • Working knowledge of software development platforms, computer programming languages, software frameworks, and design patterns.
      • Knowledge of application programming languages and techniques.
      • Ability to prepare clear and concise technical documentation.
      • Ability to communicate effectively, both orally and in writing.
      • Ability to establish and maintain effective working relationships.
      • Experience with Salesforce development and platform is preferred.

      Once trained and with the agreement of supervisor, a telework agreement for hybrid office and remote work option is available. This job posting requires the candidate either lives in Vermont or provides a timeline to relocate to Vermont prior to position start date.

      Environmental Factors

      Duties are generally performed in a standard office setting. Some work outside of regular work schedule may be required.

      Minimum Qualifications

      Associate's degree in computer science or college-level coursework that includes 15 computer science credits

      OR

      Two (2) or more years of experience in computer or network support, programming or analysis, or database administration.
