- Demonstrated experience, at least 2 years, working with diverse community partners, such as nonprofits, education and training providers, and community-based organizations, particularly in the clean energy sector.
- Demonstrated experience with leading, developing and managing complex projects with multiple stakeholders and funding sources, at least 2 years.
- Excellent communication and interpersonal skills and demonstrated analytical and problem-solving skills.
- Demonstrated understanding and commitment to equity and social justice and uplifting community voices.
- Experience with fundraising and grant management, including writing, submitting, and managing grant proposals and reporting.
- Strong technical writing skills with the ability to draft contract language.

ABOUT THE OFFICE
King County has established the Executive Climate Office to elevate and accelerate Executive Constantine and the County’s commitment, coordination, and ability to deliver on climate action internally and in partnership with cities and partners. As part of this office, this position would be on the forefront of the King County efforts to reduce GHG emissions, support sustainable and resilient frontline communities and ensure climate preparedness in our communities and infrastructure. There will be multiple opportunities to work with a diverse set of partners within King County government and to connect with other municipalities across the country who are also working to use the power of local government to set and achieve ambitious climate action goals.

ABOUT THE POSITION
The JumpStart Project Manager will lead the implementation of King County's newly created JumpStart clean energy job training initiative. Funded with resources from the WA Jobs Initiative, JumpStart aims to diversify and increase the next generation of clean energy essential workers in the HVAC, solar, and other industries essential to clean energy deployment. The JumpStart Project Manager will develop and implement a strategic plan for JumpStart, including managing grant reporting and sub-award contractors, setting funding and reporting goals, and developing partnerships to meet JumpStart's initial goal of training and placing 80 youth (ages 18-24) in essential skilled trades for clean energy deployment by October 2025.
The JumpStart Project Manager will work in collaboration with external community partners and internal King County departments with support from the Climate and Workforce Development Team with the King County Executive Climate Office. This position will require a candidate that can think creatively and adapt to meet project goals in a fast paced and often rewarding work environment. The position is temporary with an initial service through March 2025 with the potential for extension based on performance and meeting project goals. The Project Manager will connect with local businesses owners essential to clean energy deployment, support local workforce development organizations and liaise with government officials and staff dedicated to equitable workforce outcomes for clean energy deployment.Responsibilities include but are not limited to:
1) Develop and implement a strategic plan for the JumpStart Initiative, aligned with grant requirements and the King County Green Jobs Strategy.
2) Lead the development and contract administration for supportive services, work-based learning, training components, and employer engagement events for the JumpStart Initiative.
3) Develop a roster of contractors in the solar and HVAC fields willing to host youth for paid work-based learning.
4) Collaborate with the King County Office of Performance Strategy and Budget (PSB) on all grant reporting procedures and data tracking, including developing tools to assist partners and subgrantees in reporting outcomes.
5) Lead the development of a coordinated recruitment and marketing campaign to promote JumpStart to local communities, with support from the Climate and Workforce Team at King County.

Work schedule
The normal work schedule for this position is Monday through Friday, 40 hours per week. This position is not subject to the Fair Labor Standards Act and is not overtime eligible, and the incumbent will be required to work the hours necessary to meet position responsibilities
