One immediate vacancy. Future vacancies for this position may be filled from the eligible list to be established. The expected life of the eligible list is six months.
Under general direction to perform complex, technical accounting and fiscal work in the establishment, maintenance, examination, analysis and verification of fiscal records related to the Kings County Area Public Transit Agency (KCAPTA); to analyze and improve accounting systems; and perform related work as required.
DISTINGUISHING CHARACTERISTICS
Accountant-Auditor is a single-position classification. Incumbent is expected to be fully qualified in both accounting and auditing procedures. The work requires considerable knowledge of accounting and auditing principles and practices and the skill to readily apply this to accounting and auditing systems. Incumbent reports to the Executive Director and is responsible for the Accounting division of KCAPTA.Duties include but are not limited to those described below. Reasonable accommodation will be made when requested and determined by the County to be appropriate under applicable law.Performs technical and professional level accounting and auditing duties; prepares and reviews ledgers and journal entries; performs audit procedures and reviews and evaluates current KCAPTA accounting systems and procedures to determine need for new systems or revision of existing systems to ensure compliance with standard accounting principles and governmental codes, laws, rules and regulations; assists in the maintenance of control accounts and in the preparation of periodic financial reports and statements; establishes and maintains general and subsidiary accounts, including revenue and disbursements; reviews financial documents such as vouchers, requisitions, purchase orders and invoices for accuracy and completeness of information; keeps books of encumbrances of funds; balances, verifies and reconciles accounts, ledgers, and other fiscal records; prepares monthly, quarterly and annual accounting and fiscal reports based on records maintained; develops, reviews and implements accounting and financial procedures and systems; makes recommendations for improvements in accounting systems based on criteria, evidence, client processes, procedures to minimize the organizations audit risk; implements and follows up on new or revised systems by providing manuals or personal instruction; keeps complete and accurate financial records, including a variety of accounting and financial functions; reviews, analyzes and interprets financial statements, accounting records and sources of financial data for the purpose of preparing statements and other reports; reviews cash accounting, control systems, and procedures to ensure adequate controls and safeguards; conducts annual inventories of assets; prepares and maintains annual budget; develops new systems in data processing and cost accounting; assists in the installation of new systems or in the modification of existing systems; assists in the training and direction of lower-level personnel.PLEASE NOTE : Work experience for the last 15 years must be included in the work history portion of your application. Any combination of education and experience that could likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Education: Graduation from college with major course study in accounting or a closely related field. If the major was in a field other than accounting, at least 15 units of college level accounting courses must have been completed. Possession of a California Public Accountant Certificate shall be considered equivalent to the above education.An unofficial copy of your college transcripts are required. For more information on how to add attachments to your application, click here.Experience: Two years of experience equivalent to an Accountant; OR three years of professional level accounting and/or auditing experience, preferably in a governmental agency.License: Possession of a valid, appropriate California driver's license issued by the Department of Motor Vehicles.Special Requirements: Must qualify for security clearance through a background investigation which may include credit report and fingerprint check.
