      This position performs specialized duties in support of assigned land management functions.

      Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.

      O1 - DOE

      Baccalaureate degree in a course of study related to the occupational field. Post-secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year-for-year basis.

      Five (5) years of progressively responsible experience in the occupational field, sufficient to understand the major duties of the position, and to be able to answer questions and resolve problems.

      Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated.

      Must successfully pass a pre-employment drug screen and post-offer employment physical.

      Completion of required Incident Command System (ICS) courses in accordance with established Borough policy.

      • Initiates, inventories, prepares and implements plans for the use of Borough-owned assets.
      • Assists with the management, use, acquisition and disposal of Borough-owned assets including natural resources; coordinates the management, use and acquisition of trail easements, dedications, and right-of-way matters.
      • Serves as a consultant/advisor to planning committees, community groups, and other agencies and professionals on planning-related issues; attends regular planning meetings; assists in the development of comprehensive plans, public facility plans, land use plans, transportation plans, trail plans, and other related planning efforts.
      • Coordinates with the public to develop plans for Borough-owned land and assets.
      • Assesses and analyzes Borough-owned resources; administers contracts; prepares reports, correspondence, advertisements, reservations, dedications, and related documents.
      • Initiates, prepares and manages agreements, permits and leases for Borough-owned assets.
      • Conducts site inspections pertaining to agreements, permits and leases of Borough-owned assets to ensure compliance with contractual requirement and state and federal regulations.
      • Organizes and maintains case files and land records.
      • Develops and implements work plans and initiates work assignments and professional service contracts to meet project objectives.
      • Develops and analyzes GIS/CAD data models and geospatial data.
      • Performs quality control audits of GIS spatial databases.
      • Responds to inquiries and requests from the public and private sectors, businesses, and governmental agencies.
      • Meets with the public, Borough administrators, and professional service contractors; attends meetings; assists other departments with land use matters.
      • Performs document research utilizing legal descriptions, deeds, ordinances, field data, and other available resources.
      • Conducts title searches; researches a variety of real estate, title and other documents.
      • Gathers field data for the preparation of highest and best use analysis of land.
      • Provides GIS training to staff.
      • Conducts site inspections of timber sale contract sites and material contract sites to ensure compliance.
      • Performs related duties.
