Job Summary: The Arizona Department of Juvenile Corrections (ADJC) is seeking a Continuous Improvement Officer. This individual should possess strong skills in strategic planning, analytical capabilities, and the ability to foster a culture of continuous improvement. They should also be a proactive problem solver dedicated to driving organizational success. This position will collaborate closely with the Continuous Improvement Bureau Administrator to lead the development of the agency strategic plan. In addition, they independently provide ongoing support to various bureaus, teams, and executive leadership to ensure the effective pursuit of strategic objectives and continuous improvement initiatives. A primary responsibility of this role is to track and monitor the completion of regular continuous improvement assessments and identifying areas that require improvement. Lastly, they actively seek out and assist in applying for grants that align with the organization’s strategic goals or have the potential to enhance practices and programs.
Job Duties: • Strategic Planning: Gather relevant data and information from various sources; facilitate and guide discussions among Executive team members; prepare comprehensive and articulate documents outlining the strategic objectives, metrics and initiatives
• Continuous Improvement: Collaborate with teams to create performance metrics and initiatives that align with the strategic plan; support and guide cross-functional teams in identifying and resolving challenges through systematic problem-solving methodologies
• Assessments: Track and oversee the timely completion of continuous improvement assessments mandated by the state; present assessment data and results through visual representations to enhance understanding and aid decision-making; communicate assessment outcomes and progress to relevant stakeholders within and outside the organization
• Grant Identification and Application: Provide support and guidance throughout the process of identifying suitable grant opportunities and preparing grant applications for bureaus and teams across the Department
• Administrative Functions: Plan, schedule and lead meetings; develop training materials; create charts and visual aids; establish document management and tracking mechanisms and generate reports
• Perform other duties as assigned
Knowledge, Skills & Abilities (KSAs): Knowledge of:
• Strategic planning principles, methodologies, goal setting, and implementation strategies
• Continuous improvement frameworks such as Lean, Six Sigma, or other improvement models
• Familiarity with various data visualization methods and tools to effectively present complex information in a visually compelling and easy to understand manner
• Familiarity with grant opportunities and experience in preparing successful grant applications
• Key Performance Indicators (KPI) and how to track and measure progress towards strategic objectives
Skill in:
• Capable of leading and coordinating the development and execution of the agency’s annual strategic plan
• Managing and overseeing projects to ensure they are completed on time and within scope
• Excellent written and verbal communication skills to convey strategic objectives, initiatives, and progress to execute leadership and other stakeholders
• Using various data tracking, visualization, and presentation software (Google and Microsoft)
Ability to:
• Analyze data, identify trends and guide data-driven decisions
• Identify challenges, develop solutions, and implement action plans for continuous improvement
• Work collaboratively with cross-functional teams and foster a culture of cooperation and continuous improvement
• Lead and influence others to achieve strategic goals and drive positive change
• Capacity to use data and metrics to inform decision-making and drive improvements
• Interpret data trends and patterns visually and translate them into actionable insights
• Proactive approach to identifying opportunities for improvement and taking action to address them
• To envision long-term goals and align continuous improvement efforts with the organization’s strategic plan
• Work in a correctional environment
• Drive on state business
Selective Preference(s): Selective preference will be given to those with a bachelor’s degree or higher, demonstrated experience in developing strategic plans, and certification in continuous improvement methodologies such as Six Sigma Green Belt or higher, Lean or similar.
Pre-Employment Requirements: If this position requires driving or the use of a vehicle as an essential function on the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license records checks. The license must be current, unexpired, and neither revoked or suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.010).
