- This is an entry level position which involves the ability to work successfully with the public and other employees normally with minimal direct daily supervision.
- This employee is responsible for performing specific secretarial, administrative, programmatic and clerical tasks associated with the proper maintaining of the waiting lists for all SCCHA-administered federally-assisted housing programs, including but not necessarily limited to the Housing Choice Voucher Program (HCVP), Public Housing, Rural Development, Multi-Family Housing Programs and Project Based Voucher (PBV) properties. Employee must also accurately and properly process HCVP screening, intake and lease-up activities, which include but are not necessarily limited to conducting client interviews, obtaining required verifications, assessing preliminary eligibility, issuing Vouchers, issuing and receiving “Landlord Packets” and related functions / duties. There is a substantial amount of computer input / data entry, along with document copying, faxing, mailing, receiving and filing involved in this position.
- Position is considered a regular full-time job subject to all provisions of the Housing Authority Personnel Policies including an initial six month evaluation period and eligibility for full fringe benefits. The position involves 37.5 scheduled working hours per week. This position is not exempt from Federal Wage Hour Overtime Labor provisions and therefore, incumbent will receive overtime pay or compensatory time, when approved, for time worked in excess of the hours scheduled.
- All assigned duties will be consistent with the attached “Leasing Clerk Duties – Waiting List and HCVP Leasing” which are subject to periodic change or modification and are performed under the supervision of the Leasing Manager, under the direction of the Program Director and subject to all policies and regulations established by the Board of Commissioners and Executive Director.
- Perform assigned duties related to the administration and maintenance of the waiting lists for all federally assisted housing programs administered by SCCHA, including, but not necessarily limited to HCVP, Public Housing, Rural Development, Multi-Family Housing, and Project-Based Voucher (PBV) Properties.
- Build and maintain working knowledge of all federal laws, HUD regulations and SCCHA policies and procedures pertaining to administration of the waiting list, preliminary eligibility determinations and participant selection. Knowledge of HCVP eligibility, voucher issuance, lease and HAP contract requirements, and other aspects related to lease-up is required.
- Routinely perform on a timely and accurate basis the following tasks related to waiting list, administration and maintenance:
- Conduct new applicant interviews and/or respond to applicant questions (either by phone or in person) in professional, business-like manner demonstrating good inter-personal skills.
- Computer input of applicant information (initial, periodic updates, and changes in status / activity) with high degree of accuracy and completeness.
- Correct assignment of applicants on waiting lists in accordance with federal regulations, SCCHA policy and Supervisor instructions / directions.
- Correct assignment of preference points consistent with SCCHA policy.
- Accurate filing of all application information. Must have physical ability to place and retrieve documents / files from file cabinets.
- Retrieve and prepare applicant records when selected from various waiting lists (referred to as “pulls”).
- Creation of application and leasing related correspondence including use of standard form letters (both manually completed and computer generated).
- Provide applicant status information using various methods (in writing, by telephone, personal contact), always demonstrating good public contact skills.
- Perform assigned functions related to applicant screening, eligibility verification, Voucher issuance, and issuing and accepting “Landlord Packets” for the HCVP, which includes, but is not limited to the following tasks:

- pulling applicant files;
- conducting checklist interviews and follow-up verifications;
- making preliminary eligibility determinations;
- accepting Landlord Packets, ensuring completeness, accuracy, and making “affordability” determinations;
- accurately administer Payment Standard and Utility Allowance Schedules and accurately apply same to work performed related to lease-up function.

- Other program duties included or likely to be assigned are:
- Accept and respond to tenant/owner complaints or problems.
- Provide backup for other program employees and receptionist when necessary.
- General office duties such as open and distribute mail, maintain appearance of public areas or office.
- Maintain strict confidentiality of all information regarding program applicants and/or participants contained in SCCHA files, specifically including but not limited to personal information such as birth date, social security number, income sources and amounts, address, employer, etc.
- All interactions with other employees, supervisors, program participants, property owners and the general public (whether through written correspondence or personal or telephone contact) shall be conducted in a controlled, courteous and professional manner.
- Attend specialized in-service training programs, as required.
- Such other related duties as may be assigned to ensure efficient and effective operations (i.e. maintenance of copier, stock of documents and envelopes, forms necessary to complete each task).
JOB DESCRIPTION
POSITION: Leasing Clerk – Waiting List & HCVP Leasing
REPORTS TO: Housing Choice Voucher Program (HCVP) Leasing Manager
DUTIES: See Attached
SALARY: $18.00 per hour
FSLA: Non Exempt
WORK LOCATION: Belleville, with potential for assignments throughout St. Clair County
REQUIREMENTS AND QUALIFCATIONS:
Good Character - No serious convictions (consent to criminal background check required); two personal references from local area.
General - Familiarity with the local area and a resident of work areas strongly preferred.
Physical Condition - Consent to post-hire physical exam and drug-testing required.
Education - High School Diploma or GED certificate required; some secondary education (related college courses and/or vocational training) preferred.
Experience - Minimum one year successful full-time work experience required. Additional work experience preferred, particularly in related work environment (including, but not necessarily limited to housing or other government subsidy program, property management, real estate, business office administration, or other public / private service provider).
Skills – Proficiency in spelling and basic math. Ability to use personal computer and learn custom housing software program is required. Strong inter-personal skills and effective interview skills are essential. Demonstrated ability to accurately make waiting list assignments and selection decisions according to established criteria and applicable HUD guidelines / regulations (after training period) is mandatory. Strong organization skills required to successfully perform job.
Transportation – Ability to get to work on time. Valid driver’s license required (may be obtained during the probationary period) and must be determined insurable under SCCHA’s auto insurance policy.
Certification – Pass Nan McKay & Associates “HCVP and/or Public Housing Eligibility” certification exam to successfully complete probation / evaluation period.
All of the above stated requirements and qualifications are necessary for initial employment and must be maintained as a condition of continued employment. The Housing Authority reserves the right to impose additional job related requirements and qualifications, as necessary, and similarly may waive the stated requirements when appropriate to provide for the employment of any person determined to possess the combination of education, work experience and job skills to successfully perform the assigned duties.
