Job Description

- Make quasi-legal decisions and advise District/Probate Court accordingly.
- Analyze investments and advise attorneys, conservators, trust officers, legal custodians, and the Court.
- Provide final approval of accounts received from conservators, attorneys, legal custodians, or chief officers of state institutions, except those showing a major account deficiency.
- Prepare reports for conservators in those cases in which the VA is rendering legal services.
- May be called upon to explain VA's position at Court appearances or before Referee in Probate.
- Determine appropriateness of assets and direct release and liquidation of bonds, certificates, and funds on deposit in banks, savings and loan institutions and brokerage houses held by conservators and legal custodians.
- Adjust fund allowances and approve expenditures for the ward.
- Determine if the establishment of conservatorship is in conflict with VA's vehicles that serve the same purpose.
- Initiate contacts with fiduciaries and beneficiaries under supervision of the Fiduciary and Field Examination unit.
- Check the adequacy and propriety of surety bonds.
- If conducted at less than the full performance level, duties will be developmental in nature.

This Legal Instrument Examiner (LIE) position is located in a Fiduciary Hub at the VBA Regional Office in Louisville, KY. The primary purpose of this position is to oversee the management of financial affairs of incompetent beneficiaries of the Department of Veterans Affairs.Duties

Specialized Experience:
To Qualify at the grade level of GS-07: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-05) in the federal service or other service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position within the organization. Specialized experience for this position is defined as: (1) utilizing computer software applications to review documents submitted by others for completeness, accuracy, and validity; (2) performing clerical tasks in support of the organization; AND (3) receiving calls and referring to appropriate division.
Please Note: There is no option to substitute education for specialized experience at the GS-07 grade level.
