      This Legal Instrument Examiner (LIE) position is located in a Fiduciary Hub at the VBA Regional Office in Louisville, KY. The incumbent will be responsible for making factual, legal and subjective determinations involved in the administration of all types of beneficiary estates, the protection of beneficiary rights, and the identification of legal problems for action by the general attorneys in regional counsel.

      Duties


      • Make factual, legal and or subjective determinations involved in the administration of all types of beneficiary estates
      • Act in the protection of beneficiary rights, while identifying potential legal problems for action by the general attorneys in Regional Counsel
      • Act responsibly to ensure that a beneficiary receives all benefits to which entitled, including those pertaining to their qualifying dependents.
      • Release account call letters each month, after completing a review of accounts due report.
      • Determine the adequacy of surety bonds and requests an increase/decrease, when indicated.
      • Take the appropriate follow-up or corrective actions as required by field examination reports.
      • Communicate with cooperating agencies to determine the availability to perform personal contacts, and or request contacts by such agencies
      • Receive incoming telephone calls in connection with fiduciary and field examination activities, to include responding to inquiries from fiduciaries, veterans, and their beneficiaries.
      • initiate the necessary actions to resolve issues such as payment problems, resume awards, and change the address of fiduciaries when required.

      SPECIALIZED EXPERIENCE:
      To qualify for the grade level GS-05: One year of specialized experience equivalent to grade GS-4 in the Federal or other service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, within the organization. Specialized experience for this position is defined as: (1) Experience providing clerical and administrative support to an office, to include typing a variety of correspondence, greeting customers, and maintaining office files; AND (2) Experience researching and reviewing available records/documents and piecing together pertinent information from a variety of sources.
      OR

      Applicants may substitute Undergraduate Education to qualify for grade GS-5. Applicants may substitute education for experience with the completion of a four year (120 semester hours or 180 quarter hours) course of study from an accredited business, secretarial or technical school, junior college, college, or university, or with having been awarded a bachelor's degree. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of college transcripts that demonstrate this information.

      Applicants may combine education and experience to qualify for grade GS-05. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-04. For example, an applicant who has 90 semester hours of undergraduate level education (i.e. 50% of the education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience), this would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

      Note : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
