      DEPARTMENT OF INSURANCE AND FINANCIAL INSTITUTIONS

      The Department of Insurance and Financial Institutions licenses, monitors, investigates, examines, and ensures the safety and soundness of, regulated entities. The Department also helps resolve consumer complaints against financial-services and insurance entities; takes action in response to violations of law; encourages competition, innovation, and economic development; collects taxes and assessments that support State government operations; combats auto theft and insurance fraud through public awareness campaigns, and funding for law enforcement and dedicated prosecutors.

      Our mission is to help Arizonans receive the benefits and protections to which they are legally entitled by enforcing insurance and financial institution laws and by providing information and assistance and to combat vehicle theft.

      LEGISLATIVE LIAISON

      Job Summary:

      This position reports to the Assistant Director of the Public Information Division, and will be working closely with the agency director and executive team to serve as the liaison between the department and the governor's office and legislature.

      This position is responsible for monitoring legislative activity involving Arizona Department of Insurance and Financial Institutions, analyzing proposed legislation and amendments, preparing testimony to present to legislators, researching issues and their impacts on bills and amendments, and maintaining continuity in testimony, summaries, and distributed information.

      It will prepare news releases and editorials related to legislative initiatives for the agency and will assist the Communications Coordinator with social media postings. Will work as a collaborative team member of the Public Information Division to create, promote and conduct outreach in alignment of department and division goals.

      Job Duties:

      ****This position has remote options, but will require presence at the Capitol and other venues more frequently than other staff ****

      • Reports to the director, DIFI executive team, and governor's office on a weekly basis to provide updates on all legislation that impacts the department. Monitors legislation for three separate divisions. Registered public body lobbyist for the agency. Testifies on proposed legislation when needed. Coordinates the department's efforts with the governor’s office to ensure alignment of priorities. Solicits legislative analysis from assistant directors

      • Assists director and executive team in determining department position on proposed legislation. Shares analysis and department position with external stakeholders to include industry, members of the legislature and committee staff. Provides technical feedback to bill sponsors, Senate and House staff and coordinates/participates in stakeholder meetings. Analyzes proposed legislation to determine proponents and opponents, intent of the legislation, cost to the department or other stakeholders, determines the department’s ability to enforce the law as proposed. Assists in developing the department’s legislative priorities. Works with department assistant directors to develop the department's legislative priorities by identifying changes in the law, improve efficiencies, or propose legislation required for accreditation

      • After internal vetting of legislative priorities, submits department requests to the governor's office policy advisor for decision. If proposed legislation is approved, solicits bill sponsor(s) and works with the legislative council on preparing the draft legislation. Engages in stakeholder outreach and works to gain support and investigate for any unintended consequences

      • Special Assignments: Represents department at various functions to support department and governor’s office initiatives. Represents the department with stakeholder groups and consumers, listens to concerns and then works with staff to solve problems and concerns. Participates with other staff in ongoing and new rule review process required by statute; assists with drafting and updating various rules. May be assigned research or other projects that result in the creation of reports or other written deliverables

      • Public Information Division Staff: Supports the public information division in answering press inquiries as assigned and social media campaign messaging. Reviews press releases and other information documents published by the public information division. Advises the assistant director of the public information division on media and government press strategies

      • Tribal Liaison: Attends quarterly meetings with other government tribal liaisons. Prepares and submits annual tribal consultation reports. Maintains department tribal consultation policy. Engages in outreach activities with tribal stakeholders as required

      • Other duties as assigned as related to the position

      Selective Preference(s):

      • Demonstrated knowledge of the Arizona legislative process and current trends in legislative affairs

      • Several years' experience in legislative or government relations

      Pre-Employment Requirements:

      • Employees who drive on state business are subject to driver license record checks, required to maintain acceptable driving records and complete any required driver training (see Arizona Administrative Code R2-10-207.11)

      • Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment
