      Letting Data Analyst II - B24 Salary Range $70,000.00 - $90,000.00

      Letting Data Analyst I:

      Performs moderately complex data analysis in support of the level letting activities & risk analysis process in the Design division. Work involves conducting detailed analysis, and interpretation to identify high-risk projects, potential replacement projects, and make recommendations to meet level letting criteria. Responsible for using standard statistical tools, methods and techniques to translate data into actionable insights using data visualization software. Serves as primary coordinator with districts for level letting initiatives & changes. Work requires extensive contact with department staff, management, and external governmental agencies and organizations. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

      Letting Data Analyst II:

      Performs complex data analysis in support of the level letting activities & risk analysis process in the Design division. Work involves conducting detailed analysis, and interpretation to identify high risk projects, potential replacement projects, and make recommendations to meet level letting criteria. Responsible for using standard statistical tools, methods and techniques to translate data into actionable insights using data visualization software. Serves as primary coordinator with districts for level letting initiatives & changes. Work requires extensive contact with department staff, management, and external governmental agencies and organizations. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

      Essential Duties:

      Letting Data Analyst I:

      • Designs, develops, and maintains visualizations and reports utilizing data visualization tools and best practices.
      • Interprets results to identify significant differences in data.
      • Develops reports, dashboards and interactive visualizations using different components of Tableau software including Tableau desktop, Tableau Prep, and Tableau server.
      • Prepares and makes presentations.
      • Analyzes reports and dashboards to identify high risk projects and mitigate risk.
      • Monitor dashboards and project information for trends and identify business needs.
      • Monitors and balances letting process schedule challenges for quality, risk mitigation and successful delivery.
      • Develops tools, dashboards, and processes to facilitate the risk mitigation process and competing interests.
      • Coordinates with divisions to confirm proposed replacement projects meet level letting criteria.
      • Communicates and coordinates with internal stakeholders and senior leaders to implement mitigation plans.
      • Plans and coordinates activities associated with the delivery of highly complex business and information analyses, information repositories, and reporting/dashboarding applications.
      • Identifies business process improvement initiatives and makes recommendations
      • Performs other job responsibilities as assigned.

      Letting Data Analyst II:

      All of the above and:

      • Provides decision makers with options how to level letting; Provides back-up plans for high-risk projects going into letting.
      • Provides training to other staff members on the use of systems and dashboards to improve their efficiency.

      Minimum Qualifications:

      Letting Data Analyst I:

      Education:

      Experience:

      • 2 years data analysis, statistics, compilation, and/or report writing experience; transportation project development.
      • Experience can be satisfied by full-time or prorated part-time equivalent.
      • Related graduate level education may be substituted for experience on a year per year basis.

      Letting Data Analyst II:

      Education:

      Experience:

      • 3 years data analysis, statistics, compilation, and/or report writing experience; transportation project development.
      • Experience can be satisfied by full-time or prorated part-time equivalent.
      • Related graduate level education may be substituted for experience on a year per year basis.

      Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

      Competencies:

      Letting Data Analyst I, or II:

      Extensive knowledge of:

      • Data analysis and interpretation
      • Business processes and methodologies, data import and export protocols
      • Knowledgeable of methods, processes, applications used in the analysis and creation of reports and dashboards.

      Expert skill in:

      • The use of technical tools such as Excel, Access, SQL and other heavy data analysis
      • Developing and presenting reports in multiple formats, including Tableau
      • Report writing and design
      • Working with streaming data and unstructured data from multiple data sources
      • Creating graphical user interfaces, visualizations, mockups, prototypes, and design documents
      • Using Tableau, Microsoft Power BI, or Qlik
      • Using computers and applicable programs, applications, and systems

      Proficient skill in:

      • Maintaining effective working relationships with others
      • Meeting deadlines
      • Analyzing business, technical and managerial problems and developing, recommending and implementing effective solutions
      • Maintaining a safe working environment
      • Understanding of project management processes, milestones, and funding.

      Ability to:

      Physical Requirements and Working Conditions:

      • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools

      • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
