Official Position Description:
In District Planning & Engineering Office; develops & maintains process by which local public agencies (LPAs), organizations, & the general public become involved in departmental programs & offer input into ODOT's transportation planning & active projects. Researches existing & proposed federal, state, & local legislation in order to determine potential impact on local & ODOT right-of-way acquisitions, government funding, & other transportation activities. Uses personal computer (e.g., Microsoft Word & Excel) to prepare correspondence & reports for Real Estate Administrator (REA) & District Deputy Director (DDD) relative to local government concerns & legislative developments. Assists in the development of right-of-way policies.
Monitors right of ways disciplines (e.g., title, appraisal, acquisition & relocation assistance programs) to ensure accuracy, competency, completeness, & compliance with applicable laws & ODOT policies & procedures by scheduling &/or attending meetings (e.g., appraisal scoping meetings, acquisition kick off meetings, monthly acquisition progress meetings & quarterly LPA meetings). Assists locals in scoping appraisal tasks. Reviews Administrative Review requests from LPAs & makes recommendations to REA. Assists in property management activities. Serves as liaison between LPAs & the general public for advanced acquisition parcels. Prepares & secures contractual agreements with LPAs & monitors project progress. Performs compliance reviews of acquisition & project files. Attends field reviews, project & design kick-off meetings. Reviews &/or prepares right of way cost estimates & consultant fee proposals. Reviews construction & right-of-way plans & legal descriptions for accuracy & compliance with ODOT design requirements & provides comments to the ODOT project manager. Reviews right of way certification letters. Works with the District Local Programs Manager to request federal authorizations & establish encumbrances.
Serves as intermediary between ODOT & consultants, developers, attorneys, property owners, & other agency officials. Travels as needed to attend public information meetings to explain ODOT program policies & procedures. Participates in the preparation of condemnation cases & acts as an expert witness on behalf of ODOT; attends mediations &/or trials. Works with the District Utility Coordinator to schedule &/or attend utility coordination meetings & process utility relocation requests & prepare reimbursement invoices. Attends pre-construction & monthly construction progress meetings for local projects & identifies/solves right-of-way & utility problems in the field. Works with ODOT LPA Construction Monitor to make issues known & resolved & enter information into SharePoint project site. Researches & provides informational responses to LPAs, contractors, &/or ODOT administration; responds to complaints/inquiries from the general public.
Attends ODOT monthly project status meetings & enters project information into Ellis. Creates & maintains permanent right-of-way records for use in condemnation cases, determination of excess lands & compilation of data for Federal Highway Administration (FHWA) & ODOT. Attends training in real estate disciplines & performs right-of-way assignments (e.g., titles, appraisals, appraisal reviews, acquisition, property management, closings/recordings) on behalf of LPAs, from LPAs on behalf of ODOT, & for other ODOT projects as assigned. Prepares & gives presentations at seminars or training events.
!*!3 yrs. exp. in position involving public speaking/public contact to explain policies, procedures & programs of agency, writing of promotional &/or explanatory publications & materials &/or drafting legislation &/or administrative rules for government agency.
-Or 24 mos. exp. as legislative aide or page.
-Or completion of undergraduate core coursework in English, journalism, communication or political science; 12 mos. exp. in handling legislative &/or public affairs for government agency.
-Or 12 mos. exp. as Assistant Liaison Officer, 63510.
-Or equivalent of Minimum Class Qualifications for Employment noted above.

All bargaining unit new hires to ODOT must serve a one year probationary period.
This position is overtime eligible per FLSA Standards.
If this position is filled internally, the wage rate will be determined in accordance with the contract.
