PORTADOWN COLLEGE – JOB DESCRIPTION Post Title: Library & Information Services Manager (SCP 26-31) Location: Portadown College Responsible to: The College Principal, through the Head of Finance and Corporate Services. Responsible for: May be responsible for other staff including supervision of ‘student library assistants’ and volunteers. JOB PURPOSE • The postholder will be responsible for the development, management, promotion and evaluation of an effective learning resource and information service which supports learning and teaching across the College. •The postholder will responsible as be required for the development, implementation and delivery of communications and PR projects as appropriate e.g. the College Prospectus, Website/Social Media and Print output. MAIN DUTIES AND RESPONSIBILITIES Planning and Development • Organise, manage, develop and maintain the Library and Information Service, ensuring its effective use by classes, groups and individuals so as to promote intellectual curiosity, critical thinking, independence, diversity and inclusion. • Create and implement a policy for the Library & Information Services which incorporates the educational aims and objectives of the College, the School Development Plan and which complies with data protection, copyright law, health and safety, child protection and equality legislation and any other relevant College policies. • Produce, implement, review and evaluate Library & Information Services/ Communications Development Plan. • Manage the Library budget, including the preparation of budget bids and estimates ensuring the compilation of an annual report to the Board of Governors on the operation and future needs of Library and Information Services. • Develop and maintain a stock selection policy which ensures the provision of relevant resources to cover all areas of the curriculum, age groups, abilities, interests and socio-cultural backgrounds. • Contribute to curriculum and policy development by liaising with all departments and attend Head of Department, ICT and whole school meetings as required, in addition to liaison with individual members of the teaching and learning staff. • Select, acquire and/or procure, organise and promote Library & Information Services resources to support teaching and learning throughout the school. • Use appropriate strategies for the selection of information resources and undertake assignments both within the College and the wider community. • Be proactive in seeking news stories to promote the College within the community and at provincial/national level. • Ensure equality of access for all students and staff to high quality learning resources. • Train, supervise and manage library staff, undertaking staff appraisals and inducting new staff as appropriate. • Recruit student library assistants, supervising and training them and rewarding their achievements. • Monitor and evaluate the effectiveness of the service provided by the Library and Information Services and its impact on teaching and learning. • Supervise students using the Library and other College facilities for independent study and maintain a welcoming, supportive atmosphere conducive to positive learning experiences and independent study. Support for Staff and Students • Support and advise staff and students in the selection and use of information resources to support their curricular, cultural, intellectual, emotional and leisure needs. • Plan and deliver a programme to support the development and teaching of information literacy and learning skills in partnership with teaching staff and reinforcing these skills where appropriate. • Promote reading and the enjoyment of reading in all its forms. • Promote and publicise the services provided by the Library to the whole school community. • Attend events and functions to promote the Library and Information Services e.g. College Open Nights, visits to other schools, community events etc. • Develop and maintain links with other libraries and relevant organisations, e.g. Education Authority Schools Library Service, Libraries NI, Armagh City, Banbridge & Craigavon Borough Council, Examination Boards, Universities, Colleges and Museums Library & Information Services. Service Delivery • Arrange materials for effective retrieval including the systematic indexing, classification and cataloguing of all Library and Information Services resources. • Responsible for the ordering, receipt and distribution of materials and processing/ approving the payment of invoices. • Ensure appropriate maintenance of the subject index, books and other resources including shelving, filing, tidying and stocktaking. • Engage in research, compile book and resource lists on a range of subject areas. • Prepare materials and collections for use, distribution or disposal. • Ensure the request and inter- library loans systems performs effectively. • Create, develop and review as appropriate a Risk Register for Library and Information Services. Professional Development • Engage in continuing personal professional development maintaining a high level of current awareness regarding literature, general knowledge and developments in education and library and information services. • Take part in an annual performance management programme. • Keep informed and up to date on current health and safety legislation, data protection, freedom of information, copyright law, internet abuse, child protection, equality legislation and other topical social issues. • Exploit every opportunity for own professional development, sharing INSET (In Service Training Days) opportunities with colleagues and other librarians, as well as maintaining a comprehensive awareness of current developments in information and library management, education, children’s and young persons literature. • Obtain and/or maintain membership of an approved professional library and information service organisation. • Engage in such other duties as may be assigned within the level of this post.
