- Leading and providing creative and strategic vision for the library’s marketing and communications functions

- In conjunction with the Public Communications & Policy Manager, serving as the library’s staff liaison to the Chair’s Office, Commissioners and other county leaders
- Partnering with the library director to develop and advance a vision for the library that inspires public confidence and long term investment
- Implementing and assisting in the development of policies, procedures, and business practices to support smooth and efficient operations across the marketing and communications team.
- Crafting key budget documents that explain library priorities and use of resources
- Identifying, obtaining, and overseeing the management of funding from grants, The Library Foundation, Friends of the Library, State of Oregon, and other agencies
- Designing and executing successful communications and marketing plans and strategies
- Advising the library director and collaborating with the Public Communications & Policy Manager to manage crises and sensitive public facing issues
- In conjunction with the Public Communications & Policy Manager, developing public communications and responding to media and serving as the library spokesperson
- Supporting Executive Management Team’s efforts to be transparent and accountable to library staff and providing counsel and strategic direction of major initiatives
- Supporting Public Communications & Policy Manager in crafting messaging for elected officials, director, deputy director, executive team and others
- Coordinating communications strategy with stakeholders including Multnomah County’s Communications Office, The Library Foundation, and the Friends of the Library
- Representing the director and library system with Multnomah County elected officials, other elected officials and municipalities
- Directing and approving the planning, prioritizing, and development of communications, marketing and print production as well as assisting in clarifying expected outcomes and managing expectations
- Managing and coordinating work among the Marketing and Communications managers
- Providing leadership to a diverse staff by modeling excellent coaching and communication skills and encouraging those skills in others.
- Directing and managing the development of work plans, goals, and objectives as well as assigning work activities, projects, and programs.
- Acting as a resource and providing direction, guidance, and leadership to staff; advising on more complex and sensitive concerns and issues.
- Recruiting, training, mentoring, coaching, and evaluating personnel using strategies that promote team involvement in these processes. Responsible for performance management, including progressive disciplinary actions to the level authorized by the Department Director. May select, direct, and manage the work of contractors and consultants.
- Overseeing the library’s internal communications strategy
- Seeking new avenues to engage staff and support two-way communication between library staff and management
- Speaking up to support staff and patrons subjected to marginalization
- Speaking out against racism and oppression
- Demonstrating behavior that is culturally aware and sensitive
- Bachelor’s degree from an accredited college with major course work in business administration, public administration, communications, marketing or a related field. Year for year experience will substitute for a degree
- Five years of increasingly responsible leadership experience that includes at least three years of senior level consulting experience, supervisory experience or project management experience
- Five years of increasingly responsible public affairs or public information experience
- Prior experience interacting with senior managers, external stakeholders, and elected officials in a professional manner on high level and complex issues.
- Prior experience in strategic planning
- Ability to deal constructively with conflict and develop a consensus with a variety of people including other executives, elected officials, community members, other business professionals, etc.
- Experience managing budgets
- Ability to collect, compile and analyze information and data that is easily understand by others; ability to make recommendations based upon data analysis
- Availability to work beyond normal business hours for consultation or response to pressing communications issues
- Ability to pass a criminal records check, should a job offer be extended. Results of the records check will be reviewed on an individualized basis. A conviction is not an automatic bar to employment
- Prior experience working in a library and understanding of library operations is preferred by not required

We are in the midst of a profound transformation. A voter approved 2020 capital bond has allowed us to embark on a series of major expansions, renovations and new buildings. As this work progresses, we are also working to redefine our staffing models, collections, the use of automation and technology, how we serve communities of color and culture and how we address safety and security issues. With so much happening at once, it is imperative that we communicate clearly with our patrons, our partners and the community at large.

Multnomah County Library is seeking its next Marketing and Communications Director to provide leadership and oversight for Multnomah County Library’s public image, brand and digital communications channels, and voice. You will ensure public accountability and maintain public trust and confidence in the library through effective strategic communication.
This unclassified/executive position sits within the Multnomah County Library Director’s Office and serves at the pleasure of the Director of Libraries. As such, your employment is at-will and you are not eligible for overtime.
The Library Director’s Office provides leadership and direction by working with the Board of County Commissioners, the Library Advisory Board, community members and library patrons, and library staff to ensure that library services meet the needs of Multnomah County residents. The Director’s Office represents the library at the local, regional, and national levels. The Library Director’s Office leads and supports strategic, organizational communications to ensure library staff and the public are well informed on key issues related to the overall mission and priorities of the library, including the department’s commitment to leading with race.
As a member of the library Executive Management Team, this position shares responsibility and accountability for leadership of the library system which includes providing counsel to library staff, representing the executive management team internally, and participating in collaborative decision making with fellow senior leaders.
