- Develop marketing plans, methods for promoting sales, consumer marketing information materials, and point-of-sales materials to promote the lottery and maximize sales.
- Works directly with the lottery’s advertising agency to develop marketing strategies, promote lottery games and maximize revenue for the state of Maine while staying within the established marketing budget.
- Coordinates advertising campaigns with the lottery’s advertising agency through the development of television, radio, digital, social and point of sale materials.
- Ensure that all marketing efforts are performed within budget and on time.
- Audits all advertising expenditures to ensure appropriate funds are allocated as agreed upon and media placement is run on time and on budget.
- Develops, compiles, and presents market research information to management to assist in management decision making.
- Supervises two Marketing Specialists which includes management of lottery game portfolio, website and social media.
- Works closely with lottery field rep supervisor to ensure appropriate materials are provided to staff to meet deadlines for placement.
- Directs the development of standard operating procedures and training programs and establishes performance standards for Marketing Specialists to train staff and improve program efficiency and effectiveness.
- Implement and comply with human resource laws, policies, procedures and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.
- Knowledge of marketing and advertising strategies.

Position Number: 016800105JOB DESCRIPTION : This is administrative services work in planning, directing, and coordinating the marketing program for the sale of lottery tickets in Maine. Position is responsible for managing and facilitating all marketing efforts for all lottery games sold in Maine. The position is responsible for coordination of work and supervision of two Marketing Specialists. This position serves on the Product Development Committee of the Tri-State Lotto Commission. Work is performed under administrative direction.
TYPICAL DUTIES
REQUIRED SKILLS AND KNOWLEDGE
MINIMUM QUALIFICATIONS
Five (5) years of experience in consumer sales or product marketing work including two (2) years in a responsible administrative or supervisory capacity and a Bachelors Degree with specialization in marketing or business administration. Directly related experience may be substituted for education on a year-for-year basis.
