      We are accepting applications to fill one (1) full-time Maintenance Supervisor vacancy in Santa Maria for the Flood Control Division of the Public Works Department.

      THE POSITION: Under direction, schedules, assigns, and supervises work crews and equipment engaged in road or flood control maintenance and improvement work in an assigned area or schedules, assigns, and supervises skilled maintenance personnel and work crews engaged in the maintenance and development of county park lands, buildings, and facilities; and performs related work as required.

      DISTINGUISHING CHARACTERISTICS: Maintenance Supervisors are responsible for the supervision of staff, operations, and related administrative functions in an assigned area and are distinguished from Maintenance Leaders, who primarily supervise line staff.

      ABOUT THE PUBLIC WORKS DEPARTMENT: The Santa Barbara County Public Works Department consists of five divisions: Transportation, Resource Recovery and Waste Management, Flood Control & Water Resources, the County Surveyors Office, and Administration.       1. Plans, schedules, assigns, and supervises the work of the maintenance personnel and equipment engaged in maintaining channels, ditches, creeks, fences, signs, culverts, drains, channels, pipelines, inlet structures, levees, and other road and flood control facilities.
      2. Patrols assigned area making inspections of work in progress, completed work, or existing conditions.
      3. Inspects work done by outside contractors.
      4. Supervises the preparation, reshaping of access roads and channels.
      5. Confers with and advises engineers concerning maintenance matters.
      6. Prepares time and equipment reports.
      7. Receives and investigates public complaints and takes corrective action.
      8. Trains subordinate personnel; prepares employee performance evaluations; and conducts disciplinary actions when required.
      9. May perform maintenance duties such as: erosion repair; repairing, rock slope protection; spraying chemicals for control of vegetation, using standard formulas for mixing and diluting; clearing ditches and channels; building concrete walls, and catch basins.; removing and trimming trees; running grade stakes on construction; or operating heavy equipment as needed.
      1. Four (4) years of public works maintenance experience involving the operation of heavy equipment, including one (1) year of experience performing lead work duties such as planning, assigning, and reviewing work and training staff; OR,
      2. One (1) year of experience performing duties equivalent to Maintenance Leader with the Santa Barbara County Public Works Department; OR,
      3. A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.
      Additional Qualifications: Possession of a valid California Class C Driver’s License is required. Possession of a valid California Class A or B Driver’s License may be required for some positions.

      Appointees to those positions requiring a Class A or B license will be subject to mandatory testing for drugs prior to beginning work; once on the job, incumbents will be subject to mandatory testing for drugs and/or alcohol on a random, reasonable suspicion, post-accident, return-to-duty, and follow-up basis.

      Knowledge of: the methods, materials, practices, and equipment used in heavy construction related to area of assignment (flood control); and basic administrative concepts and practices related to public works operations.

      Ability to: estimate needs and coordinate materials, labor, and equipment; maintain effective working relationships; interpret construction plans; maintain records and prepare reports; plan, assign, and review work of staff; train staff; and learn and apply principles of supervision, including staff evaluation and discipline.
      APPLICATION & SELECTION PROCESS:

      1. Review applications to determine those applicants who meet the employment standards.
      2. Supplemental Questionnaire Ranking – Responses to the required examination supplemental questions will be evaluated and scored. Candidates’ final score and rank on the eligibility list will be determined by the responses to these questions. This process may be eliminated if there are fewer than [11] qualified candidates.

      Candidates must receive a percentage score of at least 70 on the supplemental questionnaire to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

      The appointee must satisfactorily complete a one-year probationary period.
