- Conduct building or parks/trails maintenance by supervising and/or performing periodic checks of all buildings and facilities (indoor and outdoor and performing repairs to all structures and ensure proper maintenance of facilities, restrooms, offices, pavilions, garage areas, etc.
- Conduct and lead general repairs and maintenance, requiring experienced trade skills, e.g.:
- Electrical, plumbing, waterline repairs, mechanical work, repair or replacement of faulty equipment, etc.
- Carpentry, construction, painting.
- Change belts, filters, replace ballasts and perform routine HVAC repairs and maintenance.
- Landscape management and grounds maintenance (e.g., mowing; weeding; trash pickup; mulching; planting and removing trees, bushes, flowers; road, parking lots, trail and culvert maintenance and repair, etc.).
- Masonry, concreate and/or asphalt repairs.
- Metal work, welding, etc.
- Special event set-up and break-down.
- Demonstrate and instruct staff in the proper use of tools, equipment and techniques involved in construction, repairs, and maintenance and ensure the implementation of all safety instructions and use of protective apparel when using tools and equipment.
- Operate and maintain hand tools, power tools, small and heavy equipment, and other related grounds, maintenance and excavation equipment.
- Assist with budget preparation.
- Assist with the coordination and execution of special events.
- Assist with the development and implementation of a maintenance management plans.
- Assist with developing and implementing daily, weekly, monthly and annual work schedules.
- Maintain and update all records on maintenance, repairs, and construction activities.
- Maintain a complete inventory of parts and supplies and replenish stock, as needed.
- Provide maintenance and general repairs on tools and equipment and maintain records of all work performed.
- Understanding of environmental impacts as related to facilities management.
- Supervise safety and performance of job crews
- Perform other duties, tasks and special projects, as required.
- Ability to obtain pesticide application certification.
- Coordination of set-up and break-down for special events and programs relevant to the department.
- Perform all necessary snow and ice removal as required.

- High School Diploma or General Education Degree (GED).
- Trade school or equivalent training and working knowledge and applied professional experience in one or more relevant trade skills (above).
- Five years of experience applying advanced trade skills in commercial, industrial or institutional building and/or parks or other relevant maintenance environment.
- Advanced knowledge and ability to operate a wide variety of small and heavy equipment/
- ability to communicate in a clear and appropriate manner.
- Ability to establish priorities, work independently and proceed with objectives with little or no supervision.

- Successful certification in CPR and first aid training within one year of hire.

- A valid driver’s license is required.
- Advanced skills in two or more trades.
- Ability to understand and carry out written or verbal instructions.
- Ability to use all machines and equipment related to the upkeep of county facilities
- Easily adapts to changes in the work environment.
- Knowledge of County and department policies and procedures.
- Ability to read and understand basic construction drawings and specifications.
- Ability to use range finding and distance measuring/leveling instruments.
- Valid CDL Class A or B driver’s license may be needed depending on job assignment.
- Basic knowledge and use of computers and the internet.
- Basic knowledge of Microsoft Word, Excel, and Outlook.
- Ability to learn County specific programs (e.g., Inova, Maximo).

- Peripheral vision (ability to observe an area that can be seen up and down or to the left and right while eyes are fixed on a given point).

- The noise level in the work environment is usually moderate to loud.
- Will work outside, depending on assignment, with exposure to various and potentially severe weather conditions (e.g., heat, cold, rain, wind, snow, etc.).
- May be exposed to fumes and chemicals while working with equipment or materials such as solvents, herbicides, algaecides, and coatings.
- Grounds and building maintenance will cause exposure to dust, pollens and construction debris.
- Will work alone or with a crew, depending on the assignment.
- May require work in government buildings occupied by employees and the public
- Requires ability to walk on uneven terrain.
The Maintenance Technician III is responsible for performing and leading a variety of skilled maintenance, repairs and construction tasks requiring trade skills such as (depending on job assignment): carpentry, plumbing, electrical, mechanical, HVAC, painting, masonry, concrete, asphalt, and landscape management (building campuses, park lands, roads, parking lots, trails, woodlands, etc.), etc. Facilities to be maintained depend on job assignment and may include buildings, bridges, parks and/or trails. This position is responsible to lead and perform tasks for maintaining the County’s facilities, grounds and equipment are in good operating condition, well maintained, and are neat, clean, safe and suitable for use by the public and employees. This position is required to take a lead role with crews or staff to perform tasks.
This position is classified as an essential employee and may be required to work when the County offices are officially closed due to inclement weather, natural disaster, other emergency situations, etc., and on occasion work beyond normal hours, on weekends, and/or holidays, as required. A valid driver’s license is required.
Requires completing documentation granting permission for the County of Chester to obtain a 3-year Motor Vehicle Record (MVR).
A criminal background check is required.

While performing the duties of this position, the employee is frequently required to stand and walk; reach or work with arms above shoulder height; bend, twist or rotate at the waist; kneel, stoop, crouch or squat while working; and drive a vehicle. Occasionally, you will need to push items weighing up to 100 pounds; work with machinery, sit, crawl, climb or work on a ladder, climb stairs.
