      This is a professional position in the City Manager’s Office whose work is characterized by the highly confidential and sensitive nature of the work, requiring a high level of analytical and interpersonal skills. Under guidance, this position analyzes and interprets complex or ambiguous data and provides detailed data analysis and research when required. In addition to providing project management, the position’s routine duties include FOIA administration, document management, departmental budgeting and vendor administration. The Management Analyst is expected to exercise considerable independent judgement in executing assignments in accordance with City policies, procedures and directives of the City Manager or their designee.

      Works under the supervision of the City Manager or their designee. No direct supervision; however, the position will supervise the performance of vendors in the delivery of services for the City.
      • Performs both assigned and independent work, skilled administrative and operational duties which include preparation and assistance on a variety of operating reports, feasibility studies, complex research projects, and program development.
      • Researches City Policies and procedures, drafts proposed modifications and develops recommendations. Coordinates projects related to the City Manager’s Office and other City departments as assigned, requires frequent interaction with other departments and City organizations.
      • Responsible for special project assignments in all departments within the City as assigned by the City Manager or their designee, including but not limited to evaluating operational processes, researching best practices and making recommendations for change to elected and/or senior leadership on such improvements.
      • With oversite, continuously evaluates and implements changes pertaining to FOIA processes and City Council Agenda processes.
      • Investigates citizen, customer, staff and City Council concerns as assigned. Researches issues, consults internal departments, analyzes findings, and coordinates action taken by departments when necessary. Communicates with the public for identification of service needs and addresses concern with appropriate written, verbal or in-person follow-up on behalf of the City.
      • Assists in all phases of the department’s annual budget process including preparation, analysis, submission and justification.
      • Prepare City award submittals and request for proposals/qualifications for vendor selection.
      • Answers phones and assists walk-ins in a backup capacity.
      • Represent the City at various civic, community and staff meetings when requested; prepares materials for such meetings. May make formal presentations as requested.
      • Prepares and updates performance metrics, goals, summary narratives, and monthly and annual reports.
      • Participates in professional associations; attends training events relevant to job responsibilities; stays up-to-date of new trends and innovations for incorporation in City policies and procedures.
      • Represents the City in a professional manner at all times.
      • Performs other duties as assigned by supervisor.
      A Master’s Degree or in pursuit of a Master’s Degree in public administration, business administration, or a related field. Two years of related experience, with a demonstrated ability to perform in a fast-paced dynamic environment and maintain confidences along with the minimum knowledge, skills and abilities set forth in the description below preferred.

      • Basic knowledge of the Council/Manager form of government.
      • Basic knowledge of best practices in the areas of Document Retention in the State of Illinois.
      • Basic knowledge of best practices in municipal budgeting.
      • Basic knowledge of best practices in project management.
      • Strong ability to present well, communicate and interact effectively with a broad/diverse range of individuals and ability to communicate effectively knowing his/her audience.
      • Strong ability to build strong, collaborative working relationships with City Staff and to collaborate with other City Staff to complete projects.
      • Ability to accept and to follow direction from supervisor and comply with/enforce all City/Departmental Policies & Procedures.
      • Ability to function effectively under pressure and multi-task in a fast paced environment.
      • Demonstrated proficiency in MS Office Programs demonstrated by superior work products (written correspondence, presentations, data collection, etc.).
      • Ability to learn new software programs and apply the use of these programs to improve the efficiency of City functions.
      • Ability to handle sensitive information, keeping information confidential.
      • Ability to work an established schedule and adhere to deadlines.
      • Ability to focus on detail and follow up on unresolved items.
      • This exempt position must have the ability to work the hours City Hall is open and may be required to attend City Council and/or Board meetings in the evenings from time-to-time. On occasion, this position may need to travel and attend evening meetings as required.

      • Requires frequent use of personal computer, including word processing, spreadsheet, and financial/personnel-database programs; telephone, copy machine, fax machine, and automotive vehicle.
      • While performing the duties of this job, the employee is frequently in an office environment. In this case the employee is occasionally required to stand and walk; use hands to finger, handle, feel or operate objects, tools or controls; and reach with hands and arms. The employee may occasionally be required to lift and/or move up to 20 pounds. Occasionally, the employee may be required to operate an automobile. Specific vision abilities required by this job include close vision, distance vision, color vision peripheral vision, depth perception and the ability to adjust focus.
