      In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here

      SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in the Federal Service. Specialized experience is Quantify manpower requirements for the Air Force and maximize total force effectiveness and efficiency by conducting manpower determinant and process improvement projects and using up-to-date process improvement and management engineering techniques. Conduct and facilitate short-notice, high visibility special manpower studies and Continuous Process Improvement (CPI) events as directed by MAJCOMs and local leadership.

      Knowledge, Skills and Abilities
      1. Ability and skill using personal computer (PC) to operate data base management systems, requirements analysis, and data manipulation and extraction techniques.
      2. Ability to communicate effectively; skill in conducting interviews with employees, supervisors, and management officials at MAJCOM and HQ USAF to obtain information about organizational missions, functions, and work procedures.
      3. Ability to carry out and complete assignments involving complex work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
      4. Knowledge of Department of Defense (DoD), Joint Service and AF management engineering, organization and CPI principles, concepts, and methodologies.
      5. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, manpower requirements, functions and work procedures
      6. Knowledge of process improvement techniques such as Lean Six Sigma, benchmarking, metric/statistical analysis, and process flow charting.
      Position specific skills and experience desired in a potential candidate:
      • Intermediate experience in Microsoft Office Suites (MS) Documents, especially Excel, TEAMs, PowerPoint, and Word
      • Experience with MS Power Business Intelligence (Power BI) a plus.
      • Knowledge of process improvement techniques such as Lean Six Sigma, benchmarking, metric/statistical analysis, and process flow charting.
