- Budget/Financial Analysis: Prepares the annual budget for the department; monitors and controls the budget; conducts revenue and expenditure forecasting and research.
- Program/Organizational Analysis: Analyzes and evaluates departmental objectives, programs, organizational structure, operations, and control systems; coordinates Citywide programs.
- Project Management: Plans and directs activities for assigned projects; evaluates progress and resolves difficulties; provides project leadership and advice.
- Legislative Analysis: Evaluates the effect of current and pending legislation on department programs and operations; liaisons with local and state officials.
- Space Management: Evaluates operational needs for building space, equipment and communications systems; analyzes current staffing, equipment, and space utilization; coordinates the installation and/or modification of facilities, systems, and equipment.
- Contract Administration: Researche contract services and supply needs; develops and negotiates contract terms; monitors contract compliance and provide complaints.
- Assists in the development of goals, objectives, policies and procedures; investigates, interprets, analyzes and prepares recommendations in relation to proposals for new programs, grants and/or services.
- Analyzes, interprets and explains City policies and procedures; confers with members of the public to explain procedures and policies; investigates and prepares reports on specific requests and complaints pertaining to departmental activities; may supervise subordinate staff.
- Conducts research and analyzes statistical and other data; makes recommendations on administrative and operational problems, policies and procedures.
- Represents the City in the community and at interdepartmental, interagency and professional meetings.
- Regular attendance is an essential function of this classification.

- Four years of progressively responsible analytical or administrative experience; two years which is at the journey level.

The City of Pasadena is currently seeking a skilled and enthusiastic Management Analyst IV in the newly created Rent Stabilization Department who will provide department-wide advanced analytical, professional, and technical administrative support. This position will serve in a role that will influence and support department-wide functions in the areas of budget, finance, personnel, strategic planning, and other department operations. This is a critical, yet exciting new role to support this newly created department in establishing core business functions.
The ideal candidate will have administrative management experience in a government setting and experience in leading and motivating staff. The successful candidates will have excellent communication, interpersonal, and problem-solving skills, and the ability to work independently and as part of a team.
