- Responsible for civilian manpower authorizations, utilizations, and requirements; organizational analysis; mission evaluation and assignment; manpower utilization surveys for organizational elements of the Command.
- Performs a wide range of manpower management analyses related to development and implementation organizational structure.
- Develops and briefs a variety of Manpower reports for decision support. Determines the most appropriate law, policy, regulation, principles, practices, methods and approaches to accomplish the work.
- Conducts research and provides advisories/recommendations to managers and command for the resolution of complex and/or controversial or unprecedented issues, problems and conflicts.
- Administers and conducts a wide variety of analyses cross the human resource lifecycle involving programming and allocation of manpower resources.
- Direct Deposit and Social Security Card is required.
- Meet qualification/eligibility/background requirements for this position.
- A one year probationary period may be required.
- Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Tier 1 background investigation.
This position is located in Kaiserslautern Germany

Qualifications
Progressive work experience, which demonstrates an acquired knowledge of the theories, principals, practices and techniques of performing investigations and studies as described above. Must have knowledge of double-entry accrual method of accounting demonstrated through work experience or education that reflects ability to perform audit assignments. Demonstrated work experience must be equivalent in difficulty and complexity to the next lower grade level. Experience in word-processing, spreadsheet and database applications. Must have experience in leading or working in a team. Must possess good written and oral communication skills.

1. Expertise in the following: DCPDS, AutoNOA, EMPRES/CPOL
2. Proficient in Microsoft Office, Power BI, Access, Excel, Power Apps, Power Automation
3. Experience in Garnishment and Collections.
4. Proficient in Financials and Budget.
5. Minimum three (3) years experience with DFMWR.
