      This position is located in the United States Department of Agriculture (USDA), Foreign Agriculture Service (FAS), Office of the Deputy Administrator Global Programs (GP), Cooperator Programs, with one vacancy in Washington, DC.

      Duties


      • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
      • The duties may include, but are not limited to:
      • Assist with developing plans, policies, and procedures to improve the efficiency and effectiveness of Foreign Agricultural Service (FAS) operations and management activities.
      • Gather and analyze a variety of data types in order to develop charts, tables, graphics, and other informational figures for use in presentations, reports, and other documents.
      • Maintain formal records for activities and areas of responsibility, to include websites, databases, and electronic files documenting personnel, policies, procedures, and implementations.
      • Perform communications responsibilities, such as preparing and coordinating presentation materials; coordinating and attending meetings and conferences; and establishing working relationships with government and private sector contacts.

      Requirements


      • You must be a US Citizen or US National.
      • Males born after 12/31/1959 must be Selective Service registered or exempt.
      • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
      • Successful completion of one year probationary period, unless previously served.

      • Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
      • Selectee must be able to obtain and maintain a Secret security clearance.

      Qualifications


      Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience, and/or education, as defined below.

      TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

      TO QUALIFY AT THE GS-11 LEVEL:
      Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal government. Experience must include ALL of the following:
      • Applying qualitative and quantitative techniques to analyze and measure program effectiveness, efficiency, or productivity.
      • Producing charts, tables, or other informational graphics for use in presentations to internal audiences.
      • Independently interpreting administrative or operational policies to identify issues and provide corrective recommendations to management.
      -OR-

      SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

      TO QUALIFY AT THE GS-12 LEVEL:
      Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal government. Experience must include ALL of the following:
      • Applying qualitative and quantitative techniques to lead studies used to analyze and measure program effectiveness, efficiency, or productivity.
      • Producing charts, tables, or other informational graphics for use in presentations to internal and external audiences.
      • Independently interpreting administrative or operational policies to identify issues, and leading discussions with management to provide corrective recommendations and present findings.
      SUBSTITUTION OF EDUCATION: Not applicable to this grade level.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
