      Under the direction of the County Administrator, provides quantitative and qualitative analysis of current and proposed projects, operating programs, business practices, organizational design, and other issues and operations required to ensure cost-effective delivery services. Supports informed decision-making by providing in-depth research and strategic recommendations.

      This is a full-time, benefited position working out of the Fillmore Complex in West Olive, MI. Typical working hours are between Monday-Friday, 8:00 a.m. to 5:00 p.m. Occasional travel to other County locations as needed.The essential functions of this position include, but are not limited to, the following:
      1. Researches, analyzes, and evaluates issues, proposed actions, legislation and other items on behalf of the County Administrator and/or Deputy County Administrator.
      2. Provides technical assistance to department staff by conducting research, analyzing data and drafting policy and procedure documents to address identified needs and issues; analyzes program and operational data and develops recommendations to improve productivity and effectiveness; compiles materials, researches problems and complaints and responds to requests for information.
      3. Collects, compiles, and analyzes outcome and evaluation data for services and programs.
      4. Participates in planning, organizing and carrying out the development, implementation and administration of comprehensive county-wide programs.
      5. Participates in the development of requests for proposals and contract specifications.
      6. Drafts proposed policies, procedures, practices , and prepares action requests, resolutions and assignments for the Board of Commissioners, as directed by the Administrator.
      7. Reviews and analyzes the potential impact of passed or pending legislation, proposed amendments to existing statues on County operations and recommends appropriate actions.
      8. Drafts a wide variety of materials on assigned issues, including reports, procedures, memoranda, proposed policy changes, training tools and other materials; identifies issues, obtains input and feedback, conducts research and analysis; prepares recommendations and a variety of other supporting materials.
      9. Works closely with managers and other staff within the department and the County to anticipate, obtain and provide ongoing and accurate information.
      10. May represent County Administration on boards, committees, work teams, and other groups.
      11. Performs other functions as assigned.

      Bachelor's degree from an accredited institution in Public Administration, Business Administration, Management, or other related field, combined with a minimum of two (2) years of progressively responsible experience in public administration; or an equivalent combination of education and experience. Required Knowledge and Skills:
      1. Thorough working knowledge of the principles and practices of public administration.
      2. Ability to look for statistical data and develop it into note form.
      3. Ability to develop information and data into a white paper or executive summary report.
      4. Ability to develop concepts and data into projects and detailed reports for presentation of new programs and services.
      5. Thorough working knowledge of the principles and practices of proposal writing.
      6. Working knowledge of the principles and practices of budget development and control. Ability to read and understand budget documents and financial reports.
      7. Working knowledge of the principles and practices of media relations.
      8. Excellent verbal and written communication skills, including the ability to produce complex and professional reports and proposals. Public speaking and presentation skills strongly desired.
      9. Excellent human relations and interpersonal skills.
      10. Excellent analytical skills and understanding of statistical methods.
      11. Computer literacy and working knowledge of word-processing, spreadsheet, database and industry-specific software.
      12. Ability to interact positively and professionally with County and local unit elected officials, executives and administrators; employees, community and business representatives, funding agency representatives, clients of programs subject to evaluation and members of the general public with widely divergent socio-economic and cultural backgrounds and varying levels of communication skills and analytical knowledge and sophistication.
