      Engineering & Construction Services Division is consists of over 670 engineering and technical professional staff, primarily focused on delivery of the City’s capital construction program including roads and sidewalks, sewers, watermains, bridges, and water treatment facilities.

      The Engineering & Construction Services division is seeking a Management Consultant to initiate and manage complex strategic projects, navigate collaboration and engagement initiatives and deliver programs that have division-wide impacts.

      Major Responsibilities:

      • Provides client-driven, value-added management consulting services and strategic advice and supports the division through a portfolio of diverse consulting projects and corporate continuous improvement initiatives reflecting practice areas
      • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
      • Assists in the assessment and analysis of corporate organizational effectiveness issues and conducts studies and prepares confidential reports with respect to program and service delivery changes, management policies, systems, processes, and practices
      • Lead and/or support cross- departmental teams in developing and applying corporate policies, identifying various options for operations, policies, information systems and management practices, and assessing the implications and viability of each option.
      • Reviews and re-engineers business processes and workflows, to improve the efficiency and effectiveness of operations, establish service standards, assist in implementing required changes, and performance measures to monitor the improvements achieved
      • Analyzes internal trends, measures performance and indicators result to report on progress being made by the division
      • Provides policy analysis, formulation, coordination and advice to the commissioners and senior managers regarding programs, services, and organization at both a strategic and operational level.
      • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
      • Shapes and defines consulting projects in consultation with client and key stakeholders, determines focus, scope, objectives, methodology and activities.
      • Directs the study process and applies methodologies, collects data, conducts analyses, draws conclusions and develops alternative solutions.
      • Brings analysis and conclusions forward to the client/stakeholders, chair meetings and promotes systematic discussion.
      • Supports management in assessing and devising solutions from a pragmatic and objective perspective.
      • Works in support of project steering committees and leads interdepartmental teams and working groups.
      • Assumes a temporary, short-term managerial/supervisory role in an organization unit during the transition phase of an organizational change project.
      • Contributes to the development and implementation of strategic organization design and effective management/governance systems and processes at the corporate level.
      • Assists in the assessment and analysis of corporate organization effectiveness issues and conducts studies and prepares confidential reports with respect to program and service delivery changes; management policies, systems, processes and practices; management restructuring; and organization change.
      • Leads and/or supports cross-departmental teams in the development and application of corporate policies; identification of a range of options for operations, policies, information systems and management practices; assessment of the implications and viability of each option; and recommends changes to support management priorities and functions and strengthens internal controls.
      • Researches, reviews and reports on existing and new management tools and methodologies and advises senior managers on emerging management techniques and other applied social science concepts and their applicability to the City.
      • Promotes organization learning and takes steps to orchestrate change through corporate wide and interdepartmental initiatives
      • Fosters and maintains cooperative working relationships within and external to the organization; establishes and maintains contact with professionals in related fields to ensure skills, knowledge and practice are current.

      Key Qualifications:

      1 Post-secondary education in, Project Management, Business Administration, Public Administration, or combined equivalent of education and experience.

      2 Extensive Experience leading and overseeing all aspects of the process for each strategic projects, including program planning, implementation, monitoring, and evaluation, ensuring its successful execution and alignment with divisional objectives and key results (goals), while effectively mitigating risks.

      3 .Considerable experience working with clients to understand their needs, create strategies for change, win client support/buy-in for your recommendations, and collaborate with colleagues to transform client potential into performance

      4 Considerable experience analyzing, synthesize, and operationalize key action items from key stakeholders. This includes assessing barriers to adoption, identifying effective implementation strategies, and developing comprehensive implementation and monitoring plans

      5 Experience facilitating engagements with various levels of the division and organization aimed at creating business plans, gap analyses, process maps, labour/work analyses, and other process improvement techniques.

      6. Demonstrated analytical skills in accessing and reviewing business processes to identify options, best practices and opportunities to improve service delivery.

      7. Excellent oral and written communication skills at a senior management level including the ability to write concise reports and executive summaries, chair meetings that include members from all organizational levels.

      8. Excellent interpersonal and public relations skills including the ability to forge partnerships, liase negotiate, consult, problem solve and resolve conflicts with all organizational levels within the City; other senior levels of government, and community stakeholders.

      9. Excellent organizational skills with the ability to meet competing priorities.

      10. Exceptional problem solving, negotiation and conflict management skills.

      11. Significant experience using Microsoft Office software (Excel, PowerPoint & Word).

      12. Excellent political acuity with the ability to exercise discretion and judgement in making effective decisions, establishing priorities and objectives and meeting deadlines.

      12. Familiarity with relevant legislation and standards including legislation in the area of

      Occupational Health and Safety.
