      Job Purpose

      ViiV Healthcare’s Positive Action is a global initiative that aims to prevent new HIV cases and end AIDS through community-led interventions. Community Strategic Initiatives seek to enable people and communities to improve the quality of life of people living with and those most at risk of HIV. We deliver our commitment by providing grants to organisations that deliver HIV prevention, care and treatment programmes and by amplifying the impact of organisations by gathering learning to direct future interventions.

      We are seeking an experienced Programme Manager to lead our community strategic initiatives portfolio. This includes the launch and implementation of Positive Action funding rounds, focused on Positive Action’s four priority areas:

      1. Ending paediatric AIDS

      2. HIV Prevention

      3. Addressing internalised stigma and HIV related stigma and discrimination

      4. Harm Reduction

      The successful candidate will be responsible for managing the end-to-end fund management process, including the design of funding rounds, launching funding rounds, managing the proposal review process and ensuring robust grant management once proposals have been approved and funding received by partners. In addition to the ongoing management of the Community Strategic Initiatives, the CSI Manager will be responsible for designing and implementing new funding models, as well as identifying and implementing process improvements, resulting in Positive Action being seen as a strong partner to community organisations.

      The CSI Manager will report into the Director, Programmes (Global), Positive Action, and work closely with Positive Action Programme Managers to align and synergise efforts across the team, and our external partners and stakeholders to drive innovation and deliver impactful interventions that prevent new HIV cases and improve the lives of people living with and affected by HIV.

      Key Responsibilities

      • Manage the design of funding rounds, the call for proposal process and the technical review and due diligence process for upcoming funding rounds with the aim to fund impactful projects

      • Ensure grants deliver results for communities by implementing robust grant management across the portfolio

      • Work across the Positive Action team to ensure progress against project objectives and project impact is documented and shared internally and externally

      • Ensure Positive Action grants are managed to the highest standards of compliance and due diligence and work with relevant colleagues to achieve and strengthen effective grant management

      • Lead recruitment of Positive Action Allies (grant managers) and manage oversight of Positive Action Allies to ensure effective management of grants and ensure effective learning, engagement and interaction between allies, partners and Positive Action

      • Liaise with relevant Positive Action functions to ensure that Positive Action partners’ organisation strengthening needs are identified and met

      • Coordinate the effective functioning of the ViiV Positive Action Technical Review Committee (selection, renewal, management, review process etc.)

      • Represent Positive Action in relevant policy and advocacy platforms to ensure that the Positive Action strategy remains relevant, informed by good practice and that Positive Action/ViiV is well positioned and regarded amongst community stakeholders

      • Continually review and identify improvement areas in Positive Action fund management and grant-making processes, implementing any approved improvement plans

      • Support the Director of Programmes to identify new funding priorities and input into new funding modalities as required

      • Engage with and contribute to the ongoing development of Positive Action and ViiV’s mission by participating in relevant working groups, projects and work streams as and when required

      • Manage a portfolio of grants and grantees to a high-standard

      Why You?

      Basic Qualifications

      • Significant experience in programme management, preferably in the HIV and/or sexual and reproductive health and rights sector.

      • Experience of managing and leading projects across multiple countries.

      • Strong process management skills, with the ability to identify process improvements.

      • Strong understanding of HIV prevention, treatment, and care, and the challenges faced by people living with and affected by HIV.

      • Experience of working in low and middle-income countries, with significant experience of working in or managing relationships/partnerships with entities based in Africa

      • Excellent communication and interpersonal skills, with the ability to work effectively with partners and stakeholders at all levels. This includes strong English writing skills

      • Strong analytical and problem-solving skills, with the ability to develop innovative solutions to complex challenges

      • Familiarity with ethical and regulatory frameworks for programme implementation

      • Fluency in English (additional languages a strong advantage)

      Preferred Qualifications

      • Experience of leading HIV programmes in countries based in Africa and/or Asia

      • Experience in grant-making

      • Experience of designing and implementing initiatives to monitor and evaluate projects

      • Lived experience of HIV

      • French and/or Portuguese language skills
