- Candidates without a degree should possess four (4) additional years of related experience.
- Fingerprinting required.
- Must obtain and maintain state certifications in Euthanasia and successfully complete training in Animal Control and Cruelty Investigations within one (1) year from date of hire.
- May be required to attain and maintain other certifications as related to this position.
- Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

- Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.

Performs management, technical, and specialized work functions associated with day-to-day operations of assigned sections of the County's Domestic Animal Services (DAS) Division; supervises staff and oversees shelter, field, or program operations. Manages the human and financial resources of the assigned section to meet prescribed goals and objectives. • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Monitor workflow; develops and implements policies and procedures; reviews and evaluates work products, methods and procedures.
• Monitors the humane treatment of animals at all times, including ensuring staff uses proper animal handling techniques and euthanasia is performed according to state and local law and Division policies and procedures.
• Establishes and maintains positive relations with internal and external customers; defines and ensures implementation of service enhancements to meet Domestic Animal Services customer requirements.
• Communicates with Division/Department leadership, County officials, employees other Divisions, vendors, customer, the public, other municipalities, state/federal agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or give/receive advice/direction.
• Responds to questions and requests for information and/or assistance from visitors, staff, supervisors and the public; ensures that assigned staff maintains a positive demeanor when dealing with the public, volunteers and DAS staff.
• Attends official functions, and Commissioners, inter-divisional, and community meetings; prepares and gives presentations, public speeches and/or statements to various groups, agencies; provides media interviews and press releases pertaining to animal services.
• Conducts and attends divisional staff meetings; attends workshops and training sessions as appropriate; serves on special panels, boards, and/or committees.
• Develops strategies to create a safety culture that is consistent with Collier County Risk Management and Division loss control goals; provides leadership and sets an example that reflects the importance of safe work practices; continually monitors and valuates section performance against loss control.
• Manages the budget for assigned section; develops and implements procedural changes to increase efficiency and effectiveness of all associated divisional processes.
• Oversees assigned staff to ensure all financial transactions are accurate and processed in a timely manner; ensures all transactions are in compliance with financial guidelines relative to the BCC-approved fee policy, the Clerk of Court’s financial office, and all other division-directed policies.
• Completes and places orders for assigned area of operation, in a timely manner and in compliance with Procurement Services, contract, and OMB requirements to ensure adequate inventory is maintained for the daily operations of the shelter; responsible for completing formal solicitation documents including required worksheets, bid tabulations, and scope of services as well as coordinating with Procurement to ensure obtainment of contracts, amendments, etc. as needed.
• Obtains quotes for items or services within their operational areas and conducts procurement-related tasks; reviews and approves invoices and documentation to ensure that items have been received and/or services provided prior to authorizing approval of invoices; responsible for ensuring compliance of P-Card usage as assigned, as well as any staff under their supervision.
• Responsible for writing executive summaries for Board approval, as needed, for programs, operations, special community events, fee resolutions, etc. for their assigned areas.
• Oversees completion and accuracy of county records including personnel, equipment, vehicles, supplies, and other County purchased items; peruses documents processed by subordinates; provides technical assistance as needed.
• Assists with preparation of short-term and long-range management plans; recommends Division goals and objective; sets and communicates priorities to subordinate personnel; ensures efficient and effective division performance.
• Assists with veterinary guidance, in the development of and ensures implementation of protocols for preventative parasite and disease control through the administration of medications, vaccinations and anthelmintics; ensures that all medications are administered pursuant to Division policies and procedures.
• Evaluates and determines proficiency level of section services and assigned personnel; identifies areas requiring improvement; formulates and executes action plans to correct deficiencies.
• Creates and/or approves work schedule of assigned staff; ensures proper coverage for operation; approves timesheets and requests for leave.
• Ensures that all assigned staff maintain a positive demeanor when dealing with the public, volunteers, and DAS staff.
• Organizes and prioritizes daily and long-term work assignments; ensures completion of assigned tasks in an efficient and effective manner. Participates in the creation of programs designed to reach divisional goals and supervises the daily implementation of those programs.
• Observes and evaluates animals' behavior, characteristics, and interaction with humans to assist with determining adoptability; communicates information to manager assigned to behavior assessments.
• Assist with the processing of adoptions and impounding of animals; identifies color, sex breed of animals; scans animals for identification chips; places identification band on animal and cage card on cage; houses animals in proper area of kennel.
• Escort the public and assists with looking for and reclaiming lost pets from the animal services center; accompanies owners visiting quarantined pets; monitors quarantined animals as required.
• Sedates aggressive animals for euthanasia; performs and/or assists with euthanasia of animals as necessary and in accordance with County policy and state law.
• Processes and maintains identification files and other required paperwork on all animals housed in the center as it pertains to assigned section; closes out complaints when resolved.
• Activates, supervises and participates in emergency action and readiness plans at the shelter.
• Educates the public on responsibility of pet ownership, animal care techniques and procedures, laws and ordinances, and pet adoption; handles public inquiries concerning animal services and pet adoptions.
• Performs administrative tasks such as compiling payroll information, ordering and maintaining related supplies, making miscellaneous purchases and running a variety of errands as required; responsible for providing, reviewing, and ensuring the accuracy of records provided for public records requests for their respective areas, as well as the disposal process of public records for their respective area.
