- Develops a comprehensive programming development plan in consultation with the Associate Dean, Community Partnerships and Learning.
- Initiates, leads, and manages annual and multi-year plans and projects.
- Identifies and assesses labour market needs/gaps and develops responses in collaboration with College, community, school board and government partners.
- Working within the collective agreement, responsible for recruiting, hiring, orienting, coaching, and evaluating support staff, internal and external trainers, and facilitators.
- Manages the department budget for School College Work, Early College and PTech Steam programs.
- Manages the logistics for each program with partners, stakeholders and budget, and allocates resources.
- Appropriately resources projects to ensure funder expectations are achieved in the delivery of early college programs in a cost-effective, high-quality manner.
- Leverages principles of organizational development and data-based research methodologies for program analysis, performance improvement; quality assurance reviews, and reporting on key performance indicators.
- Designs, develops and negotiates ongoing and new proposal opportunities for funding.
- Markets and promotes the College as a partner for skills, training, and local workforce development.
- Creation and delivery of programs that support the development of our in-risk youth in attaining post-secondary completion.
- Continuously enhances programs, student learning needs, program evaluation and policies and procedures to support the Ministry mandates as well as the College’s Strategic Plan.
- Works collaboratively with other academic departments, IT, Marketing, Financial Planning and other internal stakeholders to ensure that the coordination of offerings is successful.
- Represents Mohawk College in liaising with provincial and federal government representatives and committees.
- Establishes, develops and maintains relationships with school boards, community partners and affiliates.
- Conducts outreach activities to build strong relationships with internal and external stakeholders, particularly students, parents, school boards, employers and Government to create accessible pathways for under-represented youth groups into Early College initiatives with employment as the end goal.
- Manages and maintains relationships with district school board research teams to ensure evaluation, best practices and continuous improvement as required.
- Ensures the appropriate pedagogical methodology is applied to assist in the unique learning needs of the students.
- Develops customized curriculum to ensure courses and programs are in align with the learning needs of clients and students.
- Master’s degree in a relevant field of study such as Business, Education, Public Administration, or a related field.
- Minimum five years of progressively responsible operations and systems management experience in either K - 12, higher education, business, or government.
- Demonstrated successful experience in design process, program and system improvement assessment, and evaluation.
- Demonstrated experience hiring, training, developing, scheduling, supervising, and managing the work performance of others.
- Demonstrated experience maintaining, preparing, and monitoring a business area's budget.
- Experience working with under-represented groups including immigrants/newcomers, first-generation students, unemployed/underemployed clients and Indigenous Peoples, as well as the community network that provides support to this group.
- Experience in preparing large and complex proposals for government-funded activity and in conducting negotiations with funding agencies, government corporate partners and community stakeholders.
- Experience delivering meaningful and engaging presentations to heads of business, community and Government agencies.
- Experience dealing with Government networks, analyzing Government policies and strategies.
- Experience researching and analyzing market and employment trends.
- Experience in the design and development of learning outcomes and lesson plans associated with the development of curriculum.
- Understanding and application of workforce development principles.
- Proven ability to build and sustain client relationships.
- Understanding of learning techniques and pedagogy.
- Demonstrated commitment and understanding of human rights, equity, diversity, inclusion, and accessibility.

Status: Full Time
Hours: Monday – Friday, 35 hours/week
Home Campus: Fennell (hybrid work arrangements available)
Rate of Pay: Payband 11 ($96,466 - $120,582 per year)

Under the general direction of the Associate Dean, Community Partnerships and Learning, the incumbent initiates, leads, and manages annual and multi-year plans and projects and acts as a focal point for the internal and external community related to Early College related activities. The Manager, Early College Initiatives is a liaison between the College and district school boards, Government, community, and industry clients to design, develop, and implement strategies to achieve the following objectives:
The incumbent represents the College by participating on provincial committees addressing the training needs of underrepresented youth groups. The incumbent plays a lead role in liaising with Government or industry private sector representatives to leverage funding that supports educational programming focused on long term workforce development.
The incumbent develops channel partners of interacting organizations and individuals. Negotiates and manages relationships that support government funded applications. The incumbent collaborates with College academic schools and district school boards to develop curriculum and innovative programming that supports every-changing labour market needs as identified by industry partners.
Furthermore, the incumbent is responsible for enhancing current revenue sources as well as developing, implementing and sustaining alternative sources of revenue to support further initiatives that focus on engaging at-risk youth.
