      The City of Frederick is seeking a dynamic and visionary individual for the Office of Opportunity and Transformation to lead and oversee strategic programming initiatives designed to enhance community engagement, workforce development, and equitable opportunities for all residents. This role will be pivotal in driving the City's participation in the Good Jobs Great Cities initiative, focusing on apprenticeships, re-entry programs, youth engagement, and comprehensive workforce development strategies. The ideal candidate will be a proactive leader with a passion for creating and implementing progressive policies and programs that foster inclusivity and opportunity.
      • Oversees the development, implementation, and evaluation of strategic programs such as apprenticeships, re-entry initiatives, youth engagement projects, and workforce development.
      • Ensures alignment of all programs with the City’s goals and the Good Jobs Great Cities initiative.
      • Identifies, develops, and recommends progressive policy ideas aimed at creating opportunities and reducing barriers for community members.
      • Collaborates with city officials, community organizations, and stakeholders to implement effective policies and programs.
      • Fosters relationships with community leaders, businesses, educational institutions, and non-profits to promote program participation and community support.
      • Develops metrics and benchmarks to assess program effectiveness and impact.
      • Prepares and presents detailed reports on program outcomes, challenges, and successes to city leadership and stakeholders.
      • Identifies and pursues funding opportunities, including grants and partnerships, to support program initiatives.
      • Oversees and manages departmental budget.
      • Manages budgets and resources efficiently to maximize program impact and sustainability.
      • Promotes a collaborative and innovative work environment that encourages professional growth and development.
      • Leads the Office of Opportunity and Transformation staff.
      • Performs other duties as assigned.

      REQUIRED EDUCATION AND/OR EXPERIENCE:
      • Bachelor’s degree in public administration, social work, community development, political science or a related field.
      • Five (5) years of experience in program management, community development, or a related area, with a track record of successful program implementation.
      • Experience in grant writing and resource management.
      REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):
      • Thorough knowledge of office practices, procedures and equipment.
        • Strong understanding of workforce development, apprenticeship programs, re-entry initiatives, and youth engagement strategies.
        • Excellent leadership, communication, and interpersonal skills.
        • Proven ability to develop and implement innovative policies and programs.
        • Commitment to diversity, equity, and inclusion.
      • Intermediate computer skills, including proficiency in Microsoft Office Suite (particularly Word, Excel, and Outlook).
      • Attention to detail and accuracy.
      • A thorough knowledge of business English, spelling, and record keeping procedures.
      • Ability to communicate courteously, effectively and diplomatically in both oral and written form.
      • Ability to prioritize work and meet deadlines.
      • Ability to maintain confidentiality.
      • Ability to establish and maintain effective working relationships with elected officials, City staff and the general public.
      • Ability to occasionally work outside regular hours to attend meetings.
      OTHER DESIREABLES:
      • Master’s degree preferred.
      • Experience in governmental operations—preferably municipal government.
      • Notary Public Commission.

      While performing the duties of this job, the employee is regularly required to remain in stationary position for long periods of time; use hands and fingers to complete daily work assignments, reach with hands/arms to file and move stock items. The employee must be able to communicate using the English language. The employee is occasionally required to stand for long periods of time; walk about while performing work; climb ladders and stairs and traverse varied terrain. The employee is regularly required to stoop, kneel, crouch, crawl, push, and pull to reach various items. The employee must frequently lift and/or move up to 10 pounds and occasionally up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
