      Description

      PRIMARY DUTIES AND RESPONSIBILITIES:

      As a result of ECS continuing to collaborate with the Department of Homelessness and Supportive Housing and other external stakeholders in launching this project, this job description may change both prior to hire, and after, as we continue to implement the best approach and services.

      1. Under the supervision of the Associate Director of Adult Coordinated Entry, hire, train, support, develop, build team between, evaluate, and when necessary, partner with HR to dismiss program staff.
      2. Serve as Shelter Problem Solving Specialists direct supervisor.
      3. Manage the day-to-day operations of Problem Solving Services in San Francisco shelters.
      4. Train and schedule assignments for Shelter Problem Solving Specialists.
      5. Work with the Manager of Problem Solving Services, HSH, and other community partners to expand the scope of Problem Solving Services and other resources such as employment, benefits, and housing to San Francisco shelters.
      6. Respond to concerns of participants, prospective participants, and their referring case managers.
      7. Assist the Manager of PSS to produce reports to funders.
      8. Together with Manager of Problem Solving Services, develop and propose to the Department of Homelessness and Supportive Housing (HSH) programmatic and operational changes to support the San Francisco Homelessness Response System goals.
      9. Along with the Manager of Problem Solving Services, represent the Coordinated Entry Access Point/Problem Solving Team within ECS and in the community, e.g. ECS Leadership Team [monthly], Local Homeless Coordinating Board [monthly], and/or other meetings as required.
      10. Assist in leading ECS Coordinated Entry/Access Point/Problem Solving staff meetings/case conferences.
      11. Participate in regular meetings of ECSs leadership staff to advance organizational vision, values, innovation, collaboration, and service integration.
      12. Work within and promote the integrated services team model in an environment dedicated to harm reduction, recovery, and wellness.
      13. Serve as acting Manager of Problem Solving Services when deemed appropriate and/or necessary by the Director of Coordinated Entry.
      14. Work with ECS, HSH, and other community partners to develop and lead trainings that teach the values and essential skills for Problem Solving and Coordinated Entry services.
      15. Maintain confidentiality regarding client health information and comply with all laws of confidentiality and HIPAA requirements. Consult with supervisor as needed regarding exceptions to confidentiality.
      16. Follow policies, procedures and protocols established by HSH (citywide grievance procedure) and Episcopal Community Services.
      17. Perform other duties as required.

      Qualifications


      REQUIREMENTS:

      1. Bachelors degree in human services, public health, public administration or business field OR; equivalent experience closely related to the job description.
      2. Personal experience with homelessness through lived experience or within personal network preferred.
      3. Advanced knowledge of the homeless service system in San Francisco and working knowledge of the ONE System preferred.
      4. Strong working knowledge of the mental health, physical health, educational, vocational, cultural and developmental needs of adults experiencing homelessness in a diverse and multi-cultural environment.
      5. Knowledge of and commitment to client-centric services delivery including harm reduction, trauma-informed, cultural sensitivity, housing first and motivational practices.
      6. Ability to deal tactfully, diplomatically and objectively with, and form and nurture relationships with a variety of stakeholders including people experiencing homelessness, front line service providers and outreach workers, executive and program directors, directors, the Local Homeless Coordinating Board, government and elected officials, private funders and the general public;
      7. Working knowledge of homeless services funding sources, both public and private.
      8. Articulate; exceptional verbal and written communication.
      9. Collaborative work style, initiative and flexibility; demonstrated ability to work independently, effectively as an individual and part of a team.
      10. Financial management competence, personnel development skills, and computer proficiency.
      11. High energy and initiative, and a drive for results; an ability to work with high levels of ambiguity and enjoy an active, fast-paced environment.
      12. Proactive, self-motivated, resourceful/adaptable, and creative in the planning process; able to manage multiple tasks and adjust quickly to changing priorities, and to effectively resolve and cope with immediate crisis situations.
      13. Possesses a friendly attitude, customer service mentality, intellectual curiosity, imaginative and visionary outlook and a good sense of humor.
      14. Professional and discreet demeanor with good interpersonal skills; ability to handle confidential information and require considerable use of tact, respect, discretion and judgement.
      15. Commitment to ECSs mission and to its organizational values.
      16. Highest integrity.
      17. At least 5 years of leadership experience supervising staff to include: selection of staff, training, development, performance evaluations, progressive discipline, taking appropriate disciplinary action and knowing when to partner with Senior Leadership and Human Resources.

      OTHER: Will honor and abide by rules of confidentiality. Must secure annual TB screen. This position requires long periods sitting at a desk and/or computer station; using a telephone. Will honor and abide by Episcopal Community Services rules and regulations, including confidentiality.
