      POSITION OVERVIEW

      The Site Project Controls Manager is to provide Field Management support during the Engineering, Procurement and Construction phases of a base load natural gas liquefaction / LNG export plant Project. The Site Project Controls Manager will work closely with the Director, Construction, Commissioning and Start-Up, and Director Project Controls to oversee EPC contractor’s schedules, work plans, reports, change orders, forecast and help develop the schedules for Cheniere and owner contracts activities; and assists in monitoring and forecasting Cheniere-controlled schedule and cost functional elements of CCL Stage 3 and reports back to the Director of Project Controls for consolidation.

      Position has the responsibility of monitoring and tracking construction progress and evaluating and analyzing the project schedule. This vital information is required for the schedule and cost data verification and assessment to determine if the project is on schedule and within budget.

      Successful candidate will provide oversight of ongoing field activities to maintain schedule and assurance of project budgets, including impacts of changes and risks. The position requires close collaboration with Construction Manager, Engineering Manager, Scheduler, Inspectors and Contractors for the preparation, tracking and analyses of EPC progress tracking and reporting.

      The assignment period covers project controls functions and activities for transactions, engineering, procurement, design, construction, turnover, startup and commissioning, project close-out.

      RESPONSIBILITIES AND ESSENTIAL DUTIES

      • Responsible to analyze and compile data on each factor that may have an influence on schedule, cost, efficiencies, trends, etc.
      • Administer, track, analyze, as well as communicate contractors’ performance and cost
      • adherence compliance.
      • Responsible for coordinating, and collaborating with EPC contractor, subs and Company contracts scheduling and costs for technical, professional and construction services.
      • Ensure Contractors’ adherence to all project Agreements, schedules, costs and contract
      • conditions.
      • Interface with all other project team members, both Cheniere’s and EPC contractors.
      • Track milestone completion and report progress completion.
      • Utilize performance metrics to provide early indicators of potential trends or schedule slippages to take corrective action.
      • Support schedule, change management, cost and risk analysis working sessions
      • Verify scope, schedule, cost and impact of all contractors’ extra work claims. Ensure proper documentation supports scope, schedule and cost changes.
      • Understand contractors weekly look ahead schedules as they relate to the baseline schedule.
      • Document and track delays related to contractor performance such as productivity, weather, equipment breakdowns, manpower shortages, safety, environmental violations, or quality deficiencies.
      • Monitor planned schedule vs actual and document variances.
      • Support in close out auditing and assisting in solving contract completion compliance and document packages handover issues.
      • Keep the Director of Project Controls and the project management team informed of any technical, schedule or cost impacts due to contract issues and any impacts to other project tasks & activities.

      KNOWLEDGE AND SKILLS:

      Knowledge:

      Thorough knowledge of project controls functions, processes, and procedures as they apply to EPC projects.

      The Project Controls Manager should possess knowledge of engineering, procurement, schedule, construction costs, materials, reports and procedures in the oil and gas industry. They should be proficient in cost/pricing development, tracking progress, evaluating project schedule and oil and gas industry standards and language as well as have knowledge in computer based cost, word-processing and computational spreadsheet software, including cost risk/range analysis, change assessment and peer review of opportunities and projects.

      • Thorough knowledge of standard EPC contract terms
      • Computer literate, including knowledge and experience in word processing, spreadsheets and typical office packages, and basic computer literacy.
      • Knowledge and proficiency in CPM scheduling techniques, development, tracking, analyzing, updating, and reporting.
      • Knowledge and proficiency in cost & scheduling software applications
      • Knowledge and proficiency in project control functions including risk assessments (deterministic and probabilistic), budget development, schedule and cost analysis, forecasting, and variance reporting.

      • Strong knowledge and experience with planning, scheduling and execution.

      EDUCATION AND EXPERIENCE

      Education, Training and Certifications: Bachelor’s degree in engineering, construction management, technology, or industrial engineering. Equivalent combination of education, training and experience will be considered.

      Experience: 10+ years experience in a project controls environment, preferably within an oil and gas operating company and/or major engineering and construction company. Must have site-based experience during project execution.

      WORK CONDITIONS

      • Site based position that is subject to time pressures and constraints, and is also dependent on input from others
      • Often requires a sense of urgency.
      • Subject to drug and alcohol testing, per applicable federal regulations.
      • Able to qualify for a Transportation Worker Identification Credential (TWIC) Card.
