      Part II JOB DESCRIPTION

      Position

      Track & Locomotive – Sr. Mgr / DGM

      Purpose of the Position

      (Why the job exists in the company & the expected outcome)

      • To execute, supervise and ensure highest availability & reliability of Railway tracks, Shunting Locomotives and other Railway resources both in qualitative and quantitative terms at optimum operation & maintenance cost and IR Standard quality within targeted budget.
      • To Co-ordinate with Railways for periodic inspections of Railway track, OHE and Waggon Tipplers (Rake unloading Equipment).
      • To execute, supervise and ensure proper implementation of Railway Operation and maintenance contracts, keeping track record of contracts and initiation for new in advance as per guidelines as per validity of contract.
      • To monitor and review the spares of all the equipment and ensure the contractor billing for the above said jobs.
      • To implement Safety Management System & Chetna in own/vertical department.

      Principle Accountabilities

      (Strategic, Operational, Financial, People development & growth etc.)

      Maintenance scheduling and Implementation

      • To implement the PM/CM schedules for Railway track, Locomotives & OHE.
      • Plan and mobilize the material and resources, based on the schedules.
      • To analyse the equipment breakdowns and propose for improvements.
      • Prepare & implement SOPs of equipment.
      • Maintain inventory at shop floor level.
      • High Availability & Reliability Railway system.

      Material Management

      • To assist in identifying the critical requirement at site and support superiors to expedite the supplies with vendors.
      • Inspection of material at O&M Stores.
      • Visit stores to check for safe storage of material.
      • Prepare Reports as per IMS & 5S requirements.

      Planning and implementation of periodic, shutdown and preventive maintenance

      • Execution of periodic maintenance activities as per Bar charts.
      • Execution of Breakdown maintenance activities as per Bar charts.
      • Prepare and implement PM Schedule

      People development and growth

      • Training needs identification of subordinates in addition to their own needs.
      • To ensure completion of Technical and Behavioural training man-days of subordinates.
      • Conducting the Safety awareness programmes.

      WCM related activities and its report preparation

      • Prepare all WCM related reports of MGR.
      • Monitor WCM related activities of MGR
      • Participation in WCM Activities through Sub-committees.

      Implementation of Safety Management System

      • Reporting each & every incident, Participation in Investigation and Implementation of CAPA.
      • Responsible for compliance of OHS requirements.
      • Recognition of Unsafe Acts and Unsafe Conditions.
      • Create/ Review of JSA.
      • Adherence to PPE's as per work requirements for self and for Dept. Staff/ Agency employees as per job requirement.
      • Participating / Conducting ARTT as per schedule.

      Budget, Procurements and Hiring Services

      • Yearly budget preparation. Submitting consumption budget of last year and preparing Procurement and Services budget for coming year.

      Implementation of DISHA processes

      • Tracking of DISHA KPIs
      • Ensuring DISHA sustenance

      Role & Responsibilities

      • To execute, supervise PM, CM & OH of Railway assets i.e track, Locomotives etc.
      • To execute, supervise and to ensure proper implementation of Railway Operation and maintenance contracts.
      • Keeping track record of contracts and initiation for new in advance as per guidelines as per validity of contract.
      • To monitor and review the spares of all the equipment and ensure the contractor billing for the above said jobs.
      • Seasonal preparedness towards maintaining Railway system.
      • Preparation of HIRA (Hazard Identification and Risk Analysis), mitigation of Hazard Identified and revising HIRA as per requirement.
      • Maintaining optimum inventory at site and Hiring agencies for Annual Maintenance Contracts.
      • Conducting monthly meeting for department and ensuring active participation of the departmental staffs/ agencies.
      • Ensuring increased participation in Training and ensure the minimum 10 hrs of training per annum.
      • Responsible for the documentation of Departmental Safety Committee Meetings and all lagging and leading indicators of safety for every month.
      • Preparation of Reports & Presentations related to Communication Meet
      • Implementation of best practices through IMS, EnMS & 5S.
