- Develop and manage the delivery of Service and Support Administration (SSA)services to individuals needing such service. Assist in the development and implementation of processes related to SSA work including service authorization and Medicaid waiver enrollment, and the quality review procedures for SSA functions.
- Provide coaching and direction to Support Administrators and Supervisors regarding situations or complaints in order to maximize positive outcomes and improve overall customer experience for those receiving SSA services from Cuyahoga DD. Work directly with individuals, families, and team to resolve conflicts or challenging issues as needed.
- Hire, assign, train, supervise and evaluate Support Administrators and Support Administration Supervisors. Implement performance standards and measures to assure compliance with rules and regulations governing delivery of SSA functions. Oversee the evaluation of performance of Support Administrators, including annual performance appraisals, as well as ongoing coaching and instruction to ensure skill acquisition, retention and utilization. Review and synthesize information related to performance issues of Support Administrators, and make recommendations about progressive disciplinary actions.
- Assist in the organization, management and provision of information, training and technical assistance to Cuyahoga DD staff, providers, families and other interested parties on all topics and services within area of responsibility.
- Provide direction and oversight for the authorization of expenditures for HCBS Waiver services and locally funded to ensure fiscal responsibility via the Ohio Department of Developmental Disabilities (DoDD) Cost Projection Tool and Prior Authorization process. Provide guidance and direction to providers, Support Administrators and Supervisors regarding these processes and in line with the established hierarchy of funding.
- Provide direction to Supervisors and Support Administrators to problem-solve issues related to day-to-day operations as well as for crisis situations which necessitate immediate action based on concerns regarding the health, safety and welfare of individuals. Monitor supervisor responsibility for support administrator implementation of mandated protocols that assure health and safety such as MUI prevention plans, and monitoring / SA review.
- Work collaboratively with the SSA Management team to plan, develop and implement changes to practice in response to changes in State and Federal expectations of service delivery as well as expectations dictated by Cuyahoga DD’s strategic plan.
- Direct the project management of various agency and departmental initiatives, which involve formation and leadership of numerous work-groups or committees.
- Provide direction to Support Administrators and Supervisors in the ongoing development of community capacity to support individuals and families through linkage to resources in the community and neighborhoods, including the development and implementation of consumer access to housing and living supports.
- Establish and maintain effective collaborative relationships with community stakeholders. Function as liaison to other service and support systems, both internal and external.
- Participate in the Medicaid Administrative Claiming (MAC) program in accordance with the DoDD rules and regulations and guidance from Cuyahoga DD MAC Coordinator.

- Ability to analyze data and prepare accurate, timely reports.
- Excellent written and verbal communication skills.
- Knowledge of person-centered planning, service coordination, and the functions of Support Administration.
- Bachelor's degree in psychology, social work, special education, or related field. Master’s Degree preferred.
- Five years of successful experience with programs for DD persons and their families.
- Minimum of two years of related supervisory experience or substantial professional experience in service coordination.
- Eligibility for State Department of DD certification required for the position with certification occurring within state statute timelines.
- Valid state of Ohio driver's license and continued maintenance of excellent driving record.

Overview
The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking a manager to plan, organize and manage Service and Support Administration (SSA) activities of the Cuyahoga DD, which includes oversight and implementation of SSA functions per OAC 5123:2-1-11 for individuals receiving services or who have planning needs. Assist with development and revision of Service and Support Administration Department policies, protocols and Support Administrator (SA) practice expectations. The nature of work will include, but is not limited to the following:
SUPERVISORY DUTIES: Supervision of Support Administration Supervisors and Support Administrators.
PERSONAL CONTACTS: Frequent personal and email contact with Cuyahoga DD staff, service providers, DoDD, other agencies and individuals served and their families.
UNUSUAL WORKING CONDITIONS: Flexible Work schedule; some evening and weekend meetings. Occasional travel in county and out of county

The actual starting salary may be negotiable based on the breadth and depth of the knowledge, skills, experiences and preferred qualifications noted below that are presented by the candidate. It is the Cuyahoga DD’s intent to pay each employee a salary that is reasonable and competitive based on the market rate for the position, while also considering internal equity and the budgetary constraints.
