- Analyzes the fiscal impacts of legislative, regulatory, and policy changes/proposals, using financial models to assess impacts of various scenarios and outcomes, and participates in rate-setting processes for relevant programs.
- Contributes to development of annual $19B budget recommendation and conducts periodic spending forecasts using historical and projected caseload and utilization data, while also accounting for the financial impact of changes in state and federal policies.
- Conducts ongoing analysis of MassHealth enrollment, utilization, and spending trends and supports synthetization and presentation of trend findings.
- Responds to inquiries and requests for information from internal and external stakeholders including other MassHealth units, other state agencies, and public and private entities.
- Bachelor’s or master’s degree in a related field.
- Advanced knowledge of Excel and experience analyzing and managing large datasets using Access and/or statistical software such as SQL, Stata, R, or JMP.
- Proficiency with other MS Office products including Word, PowerPoint, Access, Teams, and Outlook.
- Attention to detail, thoroughness, independence, and excellent written and verbal communication skills.
- Strong interpersonal skills and ability to collaborate with others to achieve well-defined goals.
- Comfort working with deadlines and within tight timelines.
- Ability to anticipate difficulty and take corrective action.
- Experience working in healthcare or for a Health Plan or Provider.
- Passion for public service.

- Strong analytical, problem-solving, and organizational skills.
- Demonstrated written and verbal communication skills.
- Proficiency with Microsoft Office products including Excel and PowerPoint.
- 2-5 years’ experience working in finance analytical capacity.
!*!MassHealth, the Massachusetts Medicaid agency, is seeking a Financial Analyst to join the budget team. Managing $19B in state and federal funds annually, the team is responsible for monitoring and reporting complex financial and qualitative data for the various programs offered to more than 2 million low-income and disabled members across the state. The successful candidate will utilize strong analytical and communication skills to influence ongoing operational management, policy decision-making, and strategic planning. Working cross-functionally with finance and program staff, the analyst will facilitate collaborative problem-solving and data analysis to produce high quality and timely insight into financial and operational needs. Contributing to the fiscal sustainability of the MassHealth program, this position supports the agency’s mission to improve health outcomes by providing access to integrated services that promote sustainable and equitable health, well-being, independence, and quality of life.

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.
III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
V. A Doctorate degree in a related field may be substituted for the required experience.
