      Responsible for assisting the Contract Government Furnished Equipment (GFE) manager on the day-to-day oversight of property accountability process and procedures to include, receiving, disposal and issue. Oversees contractor supply and property book capabilities, performance, statistical information; and makes logistics recommendations; ensures adherence to supply and property policies and regulations. Provides technical assistance, guidance and recommendations on overall supply and property operations. This position requires the ability to work in an office and outdoor environment supporting property accountability operations to include (but not limited to) receipt of equipment, turn-in of equipment, inventory of equipment and applicable processes to support the accountability of Government Furnished equipment on contract. Performs other duties as assigned by program leadership.

      MAJOR JOB ACTIVITIES:

      • Responsible for the maintenance of historical files, Administrative Adjustment Reports, receipt, issue, and transfer documents.
      • Oversees and control contractual property transfers, receipt, storage and issue activities (included but not limited to to processing and editing documentation and data within appropriate property accountability system.
      • Responsible for inventory preparations, conducting inventories and generating applicable reporting documents.
      • Responsible for compliance with all properly authenticated directives within established guidelines.
      • Able to react to change productively and handle essential tasks as assigned.
      • Other duties may be assigned to meet organizational and departmental goals and objectives.

      WORKING ENVIRONMENT:

      • While performing the duties of this position, the employee will normally be in a temperature controlled environment and must be able to sit and/or stand for long periods of time.
      • Employee is frequently required to walk; use hands and fingers to feel and reach with arms and hands.
      • The employee is occasionally required to stand; climb or balance and stoop, kneel, crouch or crawl.
      • The employee must occasionally lift and/or move up to 50 pounds.
      • Specific vison abilities required by this job include close vision.

      Qualifications

      MINIMUM QUALIFICATIONS:

      EDUCATION/CERTIFICATIONS:

      • Associate degree or equivalent experience in Military Supply and Property operations.
      • Should have three (3) years of supervisory experience within military support organizations in the areas of property requisition and disposal, comprehensive knowledge of supply and property book operations, as well as Army governing regulations, policies and procedures.
      • Must have the ability to work independently and in a team-based, highly collaborative environment.
      • Must have strong written and verbal communication skills; ability to interact with subordinates, peers and senior personnel.
      • Knowledge and experience with the following Logistic Information Systems: Global Combat Support System-Army (GCSS-Army), Logistic Information Warehouse (LIW), Army Enterprise ….AESIP) and Federal Logistics Information System (FLIS)/FEDLOG.
      • Organizational, analytical, written and oral communication skills, possessing basic proficiency in English language (reading & writing).
      • Proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, and Access) and SharePoint is required.
      • Must have or able to obtain and maintain a Common Access Card (CAC).
      • Must successfully pass a NACI background investigation.
      • Must be an American citizen.
      • Valid state driver’s license required.
      • Must be able to maintain driving privliges aboard the Fort Liberty Military Installation to include Pope Army Airfiled

      EXPERIENCE:

      • Operating Global Combat Support System- Army (GCSS-A) (or applicable LIS) at the property book, unit and SSA level. to account for Government property and posting all property transactions in accordance with the AR 710-2, DA Pam 710-2-1 and the GCSS-ARMY operating system manual
      • Must possess in-depth expert knowledge of U.S. Army logistics and supply program, concepts and methodologies pertaining to supply/property book accountability and supply areas of logistics operations.
      • Must possess knowledge of supply regulations and policies and the ability to manage multiple hand receipts and hand receipt holders.
      • Must be familiar with property book accountability processes/procedures related to Financial Liability Investigation of Property Loss (FLIPL), lateral transfers and hand receipts (temp and long term
      • Knowledge related to requisition of material to meet requirements. This includes request process using GCSS-A and local purchasing alternatives.
      • Conducting inventories (monthly, sensitive items at property book, unit and SSA level and includes documentation, and reporting)
      • Managing technical aspects of unit property book records per AR 710-2. Performing in both manual and automated property book accounting environments with the related functions associated with accurate property accountability.
      • Monitoring and performing evaluations of subordinate supply operations per Command Supply Discipline Program (CSDP) and AR 710-2.
      • Ensuring compliances with appropriate regulations, forms and procedures pertaining to property books, hand receipts and other property accounting documents
      • Providing services in support of asset requisition, receipt, short-term holding, inventory, issue, redistribution, classification and turn-in; maintaining hand receipts/annexes, property book adjustment reports, reconciliations, serial number tracking and unique item tracking.
      • Using the appropriate property book Logistics Information System (LIS) for transactions, accountability and reporting
      • Maintaining all historical files, supporting documents and other required records; ensuring all files are stored IAW the Army Records Information System (ARIMS) Administrative Adjustment Reports, receipt, issue, and transfer documents.
      • Responsible for compliance with all properly authenticated directives within established guidelines.

      SKILLS:

      • Ability to assist with and provide oversight of day-to-day logistics operations pertaining to Government Furnished Equipment (GFE).
      • Ability Ability to work independently with minimal supervision; ability to work in a team-based, highly collaborative environment.
