      The Program Specialist Senior (PSS) oversees the specialized services and operations that are provided by the Civil Unit. The Civil Unit prepares the service and execution of court orders, including small claims, domestic relations papers, subpoenas, child support, and protection orders. The PSS also supports the management of the Civil Unit’s separate budget, ensures compliance with all applicable regulations, statutes and guidelines, and provides oversight to deputies and civilian support staff to ensure that court processes are promptly served and accurately recorded.

      This position is responsible for the following duties:

      • Lead operations and activities of the Civil Unit in collaboration with management by analyzing, evaluating, recommending and implementing policies, procedures and guidelines.

      • Represent MCSO and the Civil Unit to a variety of internal and external stakeholders as well as the public.

      • Collaborate and liaise with a variety of stakeholders to provide expert knowledge, technical assistance and consultation of the Civil Process.

      • Communicate with judicial staff and interpret complex legal documents for both the public as well as the Sworn staff that are executing service on court orders.

      • Monitor, develop, and implement policies and procedures to ensure compliance with all applicable Federal, State and local laws regarding civil process and other program activities and initiatives.

      • Perform and coordinate Real Property Auctions.

      • Maintain advanced knowledge of Landlord and Tenant Law.

      • Provide guidance to sworn staff that are executing writs.

      • Respond to inquiries, complaints or concerns regarding Civil Unit processes or staff work performance.

      • Oversee the quality control activities of the Civil Unit’s trust account and the complex management of its assets including funds seized, funds received toward judgments, or toward costs of execution.

      • Identify areas of improvement, develop recommendations, and implement changes to address quality assurance.

      • Provide training for new or revised systems and processes.

      • Provide coaching and feedback to unit members.

      To Qualify

      Minimum Qualifications/Transferable Skills*:

      - Equivalent to a Bachelor’s degree from an accredited college or university. In lieu of a degree, additional qualifying experience will be considered on a year-for-year basis.

      - Required: Three (3) years of responsible work in a program which must include:

      • Knowledge and/or experience with the civil processes contained in the Oregon Revised Statutes (ORS) - and -

      • Familiarity or experience processing foreclosures - and -

      • Familiarity or an understanding of banking functions such as reconciliation and fund deposits

      - Must possess, or ability to obtain, a valid driver’s license by the time of appointment.

      - Must pass a thorough background investigation which includes, but is not limited to a review of applicant’s criminal, civil, driving, military, educational, credit and employment history.

However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.       - Additional education, certification, or training in public administration, social work or a related field.

      - Familiarity or experience coordinating and directing the operations and activities of a clerical unit.

      • Explain your knowledge or experience with the Civil processes, as outlined in the Oregon Revised Statutes (ORS). Include the timeframe you obtained your experience/knowledge and any related duties.

      • Discuss how you obtained your familiarity or understanding of banking functions such as reconciliation and deposit of funds. Relay any work experience you may have and the length of time involved.

      • Explain how you received a familiarity or experience processing property foreclosures. Discuss the timeframe and any related duties you performed.

      • Discuss experience you may have directing the activities of a clerical unit. Include how long you worked in this capacity and the size of the unit.

      This recruitment may be used to fill full-time, part-time, temporary, limited-duration, and on-call positions.

      Work Location: This position works onsite at the Columbia Gorge Corporate Center located at 2955 NE 172nd Pl. Portland, OR 97230 and the Portland Portal located at 3083 NE 170th Pl. Portland OR 97230. Telework is not available for this position.

      Type of Position: Hourly, overtime eligible, represented by the AFSCME Local 88 union.

      Schedule : Monday-Friday day shift, schedule will be determined with supervisor.
