      Project Description

      SNV is seeking funding from the Embassy of the Kingdom of the Netherlands (EKN) for the second phase of the BRIDGE project. BRIDGE+ supports the dairy sector in Ethiopia through ten components, i.e. extension, input markets, output markets and market linkages, nutrition, food safety, professionalization, action research, MEAL, policy and partnerships, and GESI. The project uses a market-based approach, operating in the various regions of the country, creating impact at the dairy farmer level and also contributing to sector transformation.

      Job Description

      Purpose of the Job

      The Monitoring, Evaluation and Learning (MEAL) advisor will be part of the BRIDGE+ national team. The position holder will be responsible for BRIDGE+ project monitoring & evaluation system design and implementation. The MEAL advisor will be part of the national team who leads annual project planning, ensure donor compliance, and produce technical reports to Donor and GoE (BoFED, MoA and ACSOs) in consultation with BRIDGE+ PM and DPMs.

      BRIDGE+ is a partnership project with WUR responsible for the action research component of the project. Through the DPM (strategy), the MEAL advisor will make sure that the BRIDGE project Planning and reporting of the Action Research is aligned to that of SNV Ethiopia.

      In collaboration with the Regional Managers and Deputy Project Manager, the position holder will be responsible to prepare all project related monthly, quarterly, and annually plans and reports for different stakeholders (BOFED, MoA, ACSOs, Donor & SNV). The MEAL advisor will assist the BRIDGE+ regional management (RM) in annual planning and reporting sessions with the regional stakeholders of BRIDGE+.

      The MEAL advisor will coordinate team learning, case writing and development of BRIDGE knowledge products, which is strongly related to the information gathering throughout the M&E system.

      The MEAL advisor will lead and facilitate inclusion of internet/smart phone-based models for data collection, interpretation, and learning. The position holder ensures that BRIDGE+ project’s gender aggregated real-time data is collected, aggregated, and reported. In this regard, the MEA Advisor will be responsible for managing the SNV data management systems namely LogAlto and share point.

      S/he will be part of the SNV-Ethiopia MEAL team and in that capacity will be requested to render support to other projects on M&E matters as required. S/he will take additional roles as advised by the PM and DPMs, which will be accompanied by respective ToRs.

      Key activities:
      Plan ning, Monitoring, Evaluation & Learning System

      • Design and implement the project MEAL system for baseline survey, as well as mid-term and final evaluations, planning and reporting to donor, MoA, ACSOs, BOFED and SNV.
      • Contribute to SNV over all M&E system review and design.

      Project Compliance

      • Maintain project compliance to ACSOs, MoA & regional BOFED with regard to timely submission of project performance reports, organizing field visits and ensuring feed backs obtained are properly implemented.

      Planning, Monitoring and Evaluation

      • Align all project planning, monitoring, and evaluation systems of regions/milksheds and implementing consortium partners.

      • Facilitate and take part in annual, quarterly, and monthly project implementation plan preparation and updating.

      • Produce various technical reports, in relation to MEAL, requested by SNV-PMU, to be reviewed by strategic DPM and PM-BRIDGE.

      • Represent SNV at technical and M&E review meetings called by BOFED, ACSOs, MoA, donors, and other organizations.

      Organize BRIDGE+ learning and knowledge development

      • Elaborate with PMU the multiannual learning & knowledge agenda for the BRIDGE+ team including annual deliverables.
      • Plan annual learning events for the team and realisation of annual deliverables.

      • Work in close collaboration with PM and DPMs of BRIDGE+ to realise the knowledge agenda & related knowledge products such as practice Briefs, case studies and video clips from the start of the project.

      Active member of SNV-MEAL working group/Team

      • Ensures that project related reports and communications are evidence-based.

      Coaching/supervision of the regional interventions

      • Design a system of planning, data collection, reporting, and other MEAL activities, capacitate national and regional project staffs and regularly coach and supervise on the application of the system.

      Perform any other related duties assigned by the PM and DPMs of BRIDGE+ as required.

      Qualifications

      • BA/B.Sc. degree in Economies, Statistics, Agri-business or related fields. Preferably master’s degree in the field mentioned.

      Experience:

      • At least 8 years practical experience in M&E system design and implementation activities of which 3 years at senior post with INGOs.
      • At least 5 years’ experience in facilitating knowledge development and learning.
      • Practical skill on digital data management systems, SPSS, Stata, MIS and data modelling and data analysis tools.

      Contract Type: National

      Expected start date: 20, March 2024.

      Duty Station: Addis Ababa

      Contract Duration: One year with the possibility of extension based on performance and budget availability.
