      Main Purpose and Function

      The Maintenance and Reliability Engineer (Facilities) provides technical leadership and is responsible for the development of preventative and predictive maintenance programs, maintenance strategies and lifecycle cost profiles for critical building systems and equipment for over 600+ buildings at the City of Vancouver.

      Specific Duties/Responsibilities

      System Inspections, Performance Analysis, Metrics and KPIs

      • Develops and conducts detailed system or equipment inspections to establish and update inventory, condition, and performance information for use in maintenance and replacement planning (e.g. conveyance, HVAC, plumbing, aquatic, ice rink (ammonia), utility, electrical, and life safety-related equipment, controls and instrumentation);
      • Develops and tracks key equipment performance measurements (readings, demand vs planned maintenance costs, age, etc…);
      • Develops, implements and monitors planned and predictive maintenance programs and critical equipment Key Performance Indicators (KPIs);
      • Conducts failure mode analysis and root cause analysis to mitigate future risks of unacceptable system component failure events;

      Planned and Predictive Maintenance and Repairs

      • Develops and deploys preventative and predictive maintenance programs in collaboration with REFM Trade Shops, and other stakeholders using Reliability Centered Maintenance (RCM) or Planned Maintenance Optimization (PMO) methodologies;
      • Leads the development of standardized and customized maintenance specifications, plans, schedules and tasks;
      • Using observations and data analysis techniques (indicators of failure, system performance, work order history, audit findings, measurements, readings, and operator feedback) advise on and/or update the planned and predictive maintenance programs, schedule component repairs/replacement, or inform the asset management team of upcoming renewal needs;
      • Leads/supports the prioritization of maintenance and replacement requirements for core and critical building systems and components, including communicating risks;
      • Develops lifecycle cost profiles and provides recommendations on asset design, and maintenance/ replacement strategies for critical equipment;
      • Collaborates with the asset management team to determine asset criticality and impacts to service levels.
      • Provides input into the prioritization of planned capital renewals or upgrades for existing core building system equipment and components within the capital plan;
      • Supports the use and sustainment of corporate IT systems to manage asset information;

      Program & Project Management

      • Serves as project manager on smaller-scale system maintenance & reliability engineering projects and initiatives including developing Request for Proposals, Request for Quotations and/or Invitations to Tender, reviewing proposals, quotations, and tenders, defining specifications and guidelines, overseeing the work of vendors and consultants, and managing of scope, schedule and budget;
      • In collaboration with the REFM trade shops, identifies, escalates and manages risks and issues pertaining to critical systems and equipment assets as they arise, including leading internal audits and/or the procurement of specialized studies as necessary;
      • Manages staff teams as required and provide backup managerial capacity to the Operations Manager – Work Control Center

      Technical Advisory, Strategic & Continuous Improvement

      • Leads the development of new strategies, operating procedures, guidelines, check-sheets, reference tools, and/or specifications to support and advance the standardization of data collection, cross-team collaboration, document management, equipment design, and internally-led facility inspections/audits;
      • Establishes and maintains technical design and maintenance related standards and specifications, and review and advise on commissioning standards for new construction and major renovations of City-buildings;
      • Advises on regulatory requirements (e.g. VBBL, NCARB, BCBC, TSBC, VCH, WSBC, etc.) and industry best practices pertaining to the inspection, testing, maintenance and replacement of mechanical assets;
      • Supports facility stakeholders, in a technical capacity, in developing and implementing strategies to comply with new regulations;
      • Provides additional technical and strategic support pertaining to Reliability Centered Maintenance (RCM), Planned Maintenance Optimization (PMO) methodologies and Design for Reliability, Operability and Maintainability (DROM) and Operational Readiness
      • Other duties/responsibilities as assigned

      Minimum Qualification Requirements

      Education and Experience:

      • Completion of a university degree in Mechanical Engineering or related field
      • Registration (or immediate eligibility for registration) as a Professional Engineer in the practice of Mechanical Engineering or related field with Engineers & Geoscientist of British Columbia (EGBC)
      • Minimum of 7 years of current and relevant professional experience pertaining to asset management, maintenance and reliability engineering, project management, and building system lifecycle management
      • PEMAC – Maintenance Management Professional (MPP) certification is considered and asset.
      • A current and valid Class 5 BC driver’s license with a clean driving abstract

      Knowledge, Skills and Abilities:

      • Working knowledge of mechanical engineering principles, standards, and specifications, as they relate to facilities in a municipal environment;
      • Working knowledge of Reliability Centered Maintenance (RCM), Planned Maintenance Optimization (PMO), and Design for Reliability Operability and Maintainability (DROM) methodologies;
      • Experience in the principles of effective asset management including conducting mechanical system condition assessments, establishing accurate asset inventory, establishing maintenance and replacement standards, strategies and plans meeting regulatory requirements and best practice standards, and conducting audits on assets, procedures, documentation and maintenance records;
      • Experience preparing technical specifications, planned and predictive maintenance plans, commissioning plans, safety and operations and maintenance documentation for complex facilities;
      • Working knowledge of local Building Codes, WSBC, ASHRAE, CSA and other industry standards and requirements pertaining to mechanical systems and safety;
      • Working knowledge of quality management systems such as EGBC’s Organizational Quality Management system;
      • Demonstrated proficiency in Microsoft Office suite, familiarity with SAP is considered an asset;
      • Demonstrated ability to take on a leadership role and be proactive in resolving project conflicts and inefficiencies in a timely and effective manner;
      • Demonstrated ability to work collaboratively with diverse internal and external stakeholders;
      • Demonstrated organizational and time management skills in a high volume and high stress environment;
      • Demonstrated commitment to customer service;
      • Excellent written and oral communication skills, including public speaking;
      • Demonstrated ability to work and think strategically, including experience with business case composition and evaluation, lifecycle cost analysis, strategic planning and development and implementation of Key Performance Indicators;
      • Ability to work independently with little supervision; and
      • Experience leading in a unionized environment considered an asset.

      Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
