      The Medical Interpreter Services Program, as part of the Office of Health Equity within the Office of Population Health, of the Massachusetts Department of Public Health, supports the implementation of the language access requirements for health care facilities. HCISP supports the implementation of the language access component of the Massachusetts Determination of Need (DoN) Program and staff provide technical assistance in the development of language access plans and ensure compliance with language access regulations for health care facilities.

      The Project Coordinator assures efficient coordination and implementation of all program activities, including compliance with all reporting, policy, and regulatory requirements. Working closely with their supervisor and other Department staff, the Program Coordinator builds relationships with health care facilities partners to promote research-based practices, consultation, tailored site review on program operations and services, and assessment of language access programs. This position requires that the Program Coordinator be comfortable communicating with health care facilities administrators, clinicians, program staff, and volunteers on legal requirements, Departmental policies governing service provision, administration, and planning.

      Duties and Responsibilities (these are a general summary and not all inclusive):

      • Work with assigned healthcare facilities to evaluate, assess and support language access programs, including conducting and reporting on site assessment visits, recommending and assisting in the development of corrective action or quality improvement plans as needed, and supporting and monitoring the implementation of agreed-upon plans.
      • In collaboration with the rest of the Interpreter Services Program team, develop, administer, and analyze annual statewide Interpreter Services survey, including primary responsibility for collecting and verifying responses from assigned facilities for completeness and accuracy.
      • In collaboration with the rest of the ISP team, develop annual Interpreter Services Report and data summaries on various racial, ethnic, and linguistic communities in the Commonwealth, based on site visits and survey results.
      • Participate on internal and external task forces, committees, working groups, training efforts, and coalitions pertaining to language access to advance health and racial equity.
      • Maintain knowledge regarding regulatory conditions and best practices governing health care interpreter services and language access.
      • Update and document program internal operational processes, such as surveys, site inspections, information dissemination, or reviews.

      Required Qualifications:

      • Proficiency in communicating accessibly and respectfully with professional colleagues, including agency leadership, program staff, and vendors.
      • Proficiency in communicating accessibly and respectfully with members of the public, including people with disabilities and those who primarily speak a language other than English.
      • Understanding of data interpretation, including how to identify relevant information, draw conclusions, and make appropriate recommendations and presentations.
      • Knowledge of strategies for time management, record-keeping, and work simplification.
      • Capable to give and follow instructions.
      • Ability to keep track of tasks and outcomes through periodic reviews and/or evaluations.
      • Capability to adjust to varying or changing situations to meet emergency or changing program requirements.
      • Capacity to exercise sound judgment and discretion in the handling of confidential information, and sensitivity to changing needs and situations.

      Preferred Qualifications:

      • Capability to collect, analyze statistical data, and generate reports.
      • Ability to work to excel in a dynamic, time-sensitive, high-volume environment.
      • Professional and resourceful style with the ability to work independently and as part of a team.
      • Proficiency in Microsoft Excel, Word, PowerPoint, Teams, SharePoint and Outlook.
      • Capability to prepare and perform presentations for a large group.
      • Able to communicate effectively in both written and oral expressions to convey information.
      • Ability to explain complex information simply.

      MINIMUM ENTRANCE REQUIREMENTS:

      Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

      Substitutions:

      I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

      II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

      III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

      *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
