Provides culturally responsive, evidence based, time-limited behavioral health treatment services for criminally/legally exposed individuals.
Using culturally specific practices, completes comprehensive mental health assessments with individuals to determine what mental health, substance use, and case management services those individuals require are and sustainability for community or residential treatment.
Conducts treatment planning services and offers therapy, case management, group therapy, crisis intervention, and risk assessment, providing these services while the individual awaits longer term treatment in the community.
Works alongside a time-limited treatment team to provide comprehensive treatment services to support needs, including housing, treatment, benefit acquisition, case management and support to prevent legal/criminal involvement, reduce incarceration and/or prevent Oregon State Hospital admission.
Supports individuals with a variety of presenting issues, including criminal charges, histories of violence, substance use, developmental challenges, traumatic brain injuries, complex trauma, acute psychosis, co-morbid disorders, and individuals experiencing chronic homelessness.
Understands cultural/racial/ethnic factors, including systemic advantage or disadvantage; acculturation, intergenerational immigrant family challenges, effects of trauma during immigration, war, separation from family/primary supports, detention, refugee camps; generational trauma, and any factors related to non dominant culture affecting mental health and treatment.
Coordinates care through the Bridge Treatment Team program and Coordinated Diversion services, including mental health consultants, Community Restoration staff, Forensic Diversion, Mental Health Court and other staff supporting those who are criminal and legally involved.
Collaborates across teams and departments through clinical consultation, case and referral review, peer delivered services, psychiatry, and liaison with community providers for these services or for discharge planning.
Needs to understand the criminal/legal system in Oregon and Multnomah County to best address the needs of the client base.
Understanding and supporting cultural considerations that impact clients, including over representation of Black, Indigenous and other People of Color in the criminal/legal system and the impact of trauma, including racial trauma.
Applies expertise related to the African American/Black community, including, historical and current barriers to behavioral health services, and has knowledge of the traditions, values and customs specific to this population.
Initiates and maintains clinical record keeping on individual prevention clients to comply with legal, medical, mental health (OAR compliance), and programmatic standards for clinical care documentation, using computer and related equipment.
Completes administrative data collection to record quantitative information about service delivery for compliance with program, department, County, and contractor data requirements.
Participates in individual and group supervision with Program Supervisor or lead for the purpose of reviewing clinical cases, administrative meetings and department sponsored training with other MHC’s and Behavioral Health administration.
Attends professional training and seminars for the purpose of professional development, including attending community training to acquire Continuing Education Units (CEU) for licensure and credentialing.
Maintains awareness of professional standards via reading and discussion with colleagues and clinical supervisor.
Graduate degree in psychology or
Graduate degree in social work or counseling or
Graduate degree in a behavioral science field
Knowledge, Skills and Abilities (KSA): These positions require advanced knowledge of and experience working with the African American community. This would be demonstrated by understanding and supporting cultural considerations that impact clients, including over-representation of Black, Indigenous and other People of Color in the criminal/legal system and the impact of trauma, including racial trauma. Specifically knows the African American/Black Community, historical and current barriers to mental health services and has knowledge of the traditions, values and customs.
This position requires a background investigation, which may include being fingerprinted.
Valid Driver's License. Requires use of personal vehicle or vehicle from fleet to travel to assigned sites.
Certified Alcohol Drug Counselor (CADC I, II or III) (preferred).
Screening and/or Investigator experience in an adult and/or child protective services program.
Knowledge of challenges and barriers faced by those with Severe and Persistent Mental Illness (SPMI) and the systems they encounter in Residential Services, Adult Protective Services and Crisis Services.
Lead with race through actions and advocacy with internal programs, with community partners and across departments throughout the county.
Demonstrate the ability to flex style when faced with myriad dimensions of culture in order to be effective across cultural context.
Respect and appreciation for ethnic and cultural diversity.
Ability to collaborate and build relationships to achieve positive work outcomes.

As the Mental Health Consultant - KSA African American you will perform a variety of time-limited (6-12 months), culturally specific, evidenced based clinical behavioral health services to justice involved individuals that include: clinical consultation; mental health and substance use assessments and treatment planning, therapy, case management, clinical review, risk assessment, crisis intervention, referral and connection to treatment providers . Areas of expertise include serious mental illness, substance use disorders, working with individuals who are court ordered to treatment, advanced knowledge of issues and risks faced by criminal/justice exposed individuals. Evaluations are performed face to face whenever possible with clients who are both in custody and out of custody.

Minimum Qualifications:
Education/Certification: Must meet the standards of Qualified Mental Health Professional - (QMHP - C) with the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website . Current QMHP - C, and/or licensed Board of Oregon (LPC, LCSW, PHD,etc).
