      Job Description

      BAE Systems’ Sustainment & International Product Line is hiring a Program Manager - Project Planning & Proposals to support our Combat Mission Systems (CMS) business. The Program Manager will focus on internal efforts by working with the International Program Directors to ensure we are prepared with the right exportable products to support our capture teams. This leader will also be responsible for preparation of international proposals in support of each of the international areas.

      • The position is available as hybrid with periodic travel (25%-40%) to company and customer locations, both domestically and internationally.
      • For this position, we will consider someone working out of any one of the major Combat Mission Systems locations: York PA, Sterling Heights MI, Louisville KY, Minneapolis MN, or Falls Church, VA.

      Responsibilities:
      • Contributes to strategies for proposal preparation, negotiations, and pricing decisions
      • Manages the implementation of BAE Systems’ Lifecycle Management (LCM) processes and works across the Product Line to ensure consistent processes and disciplines in place
      • Supports internal group and external group stakeholder collaboration to meet program obligations and objectives
      • Effectively presents Campaign, Capture, and Program status and proposals to Customers and Senior Management
      • Proactively plans, monitors, and controls scope and activities
      • Manages cost accounts and all aspects of cost, schedule, performance, and customer satisfaction for Programs that are owned in this role
      • Makes timely decisions with sound judgment while complying with policies and procedures
      • Actively and effectively manages opportunities and risks
      • Meets financial commitments for Orders, Sales, Profit, and Cash Flow
      • Continuously improves program performance including capturing, evaluating, sharing, and implementing best practices
      • Supports disciplined, effective change management
      • Ensures completeness and quality of program documentation
      • Documents lessons learned, archives program records, and actively implements learning from experience initiatives to improve performance
      • Complies with all company policies and procedures including but not limited to ethics, export control, proprietary information, document/record retention, public communication, etc.
      • Promotes a safe work environment and ensures compliance with safety and environmental objectives and policies

      Required Skills and Education

      • Ability to travel 25%-40%, both domestically and internationally
      • Bachelor’s Degree and 12 years of work experience or equivalent experience
      • Experience in Program/Project/Proposal Management
      • Experience in Programs, Contracts, Engineering, Supply Chain, Manufacturing, and/or Sustainment and Field Service to understand business complexities
      • Knowledge of the competitive proposal process, including strategies and pricing
      • Knowledge of Foreign Military Sales (FMS), International Direct Commercial Sales (DCS), and/or industrialization processes and business arrangements
      • Demonstrated ability to effectively work cross-culturally and cross-functionally
      • Strong leadership, collaborative, and interpersonal skills for coordinating, planning, aligning, and managing multiple stakeholders, both internal and external
      • Ability to take a deliberate approach to decision-making in a dynamic operating environment
      • Ability to determine root cause and implement solutions to address
      • Solid oral and written communication skills to communicate with internal and external leaders at multiple levels to include executive leadership in the US Government, foreign countries, and the company

      Preferred Skills and Education

      • Project Management Professional (PMP) or Program Management Professional (PgMP) Certification
      • Defense Acquisition Program training
      • Knowledge of BAE Systems products
      • Experience in International Proposal Management
      • Expertise in Foreign Military Sales (FMS), International Direct Commercial Sales (DCS), and/or industrialization processes and business arrangements
      • Experience in Lifecycle Management (LCM) practices and an understanding of all steps involved in a product lifecycle
      • Understanding of business case development, schedule development and analysis, program cost management and forecasting, and opportunity and risk management
      • Ability to operate within broad guidance to generate strategies, convert into actionable plans, and lead teams through executing the plans
      • Ability to implement change management and continuous learning initiatives
      • Entrepreneurial mindset with a growth focus and repeatable process orientation
