      The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

      This position is with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

      This position is eligible for hybrid remote work on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.

      Here’s what you will do:

      As a Mortgage Lending Compliance Specialist, your duties will include:

      • Completing initial investigations of violations of the laws relating to Oregon Mortgage Lenders, Oregon Manufactured Structure Dealers, Oregon Consumer Finance Companies, Payday and Title Lenders, Debt Management Service Providers, Pawnbrokers, Collection Agencies, Check Cashers, and Money Transmitters (i.e., non-depository programs)

      • Developing written recommendation about resolving complex cases and determining the type or level of sanction to take, including administrative, civil or criminal enforcement action

      • Making determinations and preparing documentation to deny, suspend or condition a license, when appropriate

      • Collaborating with mortgage licensees, manufactured structure dealer licensees, non-depository licensees, other stakeholders and other state regulators to identify and resolve potential compliance issues and provide training to explain applicable laws and procedures to facilitate compliance

      • Resolving consumer complaints

      • Assisting Enforcement Officers in developing and preparing cases for administrative or civil actions by obtaining information, conducting fact-finding, examining records, interviewing witnesses, making on-site observations and collecting evidence

      • Testifying in administrative hearings and other proceedings

      Here’s what you need to qualify:

      Minimum Qualifications:

      • Five years’ experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations. Three of the five years must be above the technical support level.

      College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

      Requested Skills:

      • Ability to work collaboratively with diverse groups to mediate and resolve problems, to include effectively handling emotionally charged situations

      • Strong communication skills, both written and verbal, to provide education to consumers, the mortgage industry, and other state agencies

      • Efficient and effective use of time in a fast-paced environment that includes managing files, phone inquiries, and other assigned work while promoting customer service and working relationships

      • Strong problem solving skills

      • Ability to conduct investigations and negotiations
